I� BACKGROUND: FamiliesFirst, Inc. was selected from a competitive procurement, Request for Proposal (RFP) #1076, to provide Family Enhancement Collaborative (FEC) services to the Children and Family Services (CFS) Bureau.1 Services under the Family Enhancement Collaborative include shared family care, kinship, and family preservation. The Shared Family Care program is a whole family mentoring program where a mother and her children are placed in the homes of community members who mentor the families and help them obtain the skills and resources to help them achieve their goals. The target population for this program is young mothers with substIance abuse issues and who have children in the Child Welfare System. The families are given comprehensive services including housing assistance, i' drug and alcohol counseling, case management, money management,job skills training and parenting and child development classes, to help them meet their needs.
