(All Districts) (Budgeted, 100% Federal funds) FISCAL IMPACT: Funds included in Department's FY 2008-09 budget. Grant source is Administration for Children and Families (Head Start Program, CFDA 93.600). No County costs. These outcomes are achieved by offering comprehensive services, including high quality,early childhood education, nutrition, and health services to low-income children throughout Contra Costa County. BACKGROUND: Contra Costa County receives funds from the Administration for Children and Families (ACF) to provide Head Start and Early Head Start program services to program eligible County residents. The Board approved receipt of funds from ACF via the Employment & Human Services Department on September 18, 2007. The Department, in turn, contracts with a number of community-based organizations to provide a wider distribution of services. Approval of this contract will allow the provision of Head Start services to eighty (80) program eligible children and the provision of Earl Head Start 9 Y 9 P Y services to thirty-eight (38) program eligible pregnant women and/or children ages birth to three years.
