FOR HEAD START WRAPAROUND/ENHANCEMENT AND STATE PREKINDERGARTEN FAMILY LITERACY SERVICES SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPROVE and AUTHORIZE the Employment & Human Services Director, or designee, to execute a contract with Richmond Elementary School, Inc. in an amount not to exceed $330,100 to provide Head Start Wraparound, Head Start Enhancement and State Pre-Kindergarten Family Literacy services for the term July 1, 2008 through June 30, 2009. (District 1) (Budgeted, 75% Federal funds/ 25% State funds) FISCAL IMPACT: Funds included in Department's FY 2008-09 budget. These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County. BACKGROUND: Contra Costa County receives funds from the Administration for Children and Families (ACF) to provide Head Start prog jam services to program eligible County residents. The Board approved receipt of fu ds from ACF on September 18, 2007. The Department, in turn, contracts with a number of community-based organizations to provide a wider distribution of services. Approval of this contract will allow the provision of Head Start Wraparound services to forty (40) program eligible children as well as Head Start Program Enhancement services to thirty (30) program eligible children through June 30, 2009. County also receives funds from the California Department of Education (CDE) Child Development program for State Preschool and State Pre-Kindergarten Family Literacy program services. The Board approved receipt of funds from CDE on January 8, 2008, January 15, 2008 and`March 118, 2008. The Department also contracts with a number of community-based organizations to provide a wider outreach for these services as well. Approval of this contract will allow the provision of State Pre-Kindergarten Family Literacy services to forty (40) program eligible children through June 30, 2009.
