RECOMMENDATION:
APPROVE and AUTHORIZE the Employment & Human Services Director, or designee,
to execute a contract with First Baptist Church of Pittsburg, in an amount not to exceed
$382,788 to provide State Preschool and Pre-Kindergarten Family Literacy program
services for the term July 1, 2008 through June 30, 2009. (District V) (Budgeted, 100%
State funds)
FISCAL IMPACT:
Funds included in Department's FY 2008-09 budget. Grant source is California
Department of Education. No County costs.

CHILDREN'S IMPACT STATEMENT:
The Employment & Human Services Department Community Services Bureau supports
three of Contra Costa County's community outcomes - Outcome 1: "Children Ready
for and Succeeding in School," Outcome 3: "Families that are Economically Self-
sufficient," and, Outcome 4: "Families that are Safe, Stable, and Nurturing." These
outcomes are achieved by offering comprehensive services, including high quality early
childhood education, nutrition, and health services to low-income children throughout
Contra Costa County.
BACKGROUND:
Contra Costa County receives funds from the California Department of Education
(CDE) Child Development Program to provide State Preschool and State Pre-
Kindergarten Family Literacy services to program eligible County residents. The Board
approved receipt of funds from CDE on January 8, 2008, January 15, 2008 and March
18, 2008. The Department, in turn, contracts with a number of community-based
organizations to provide a wider distribution of services. Approval of this contract will
allow the provision of State Preschool and Pre-Kindergarten Family Literacy services to
eighty (80) program eligible children through June 30, 2009.
