Although the County has been a Local Sponsor for the Baldwin Channel section of the project for many years, the TWIC thought it appropriate to re-affirm support for the project. In 2004, the Port of Stockton began planning for deepening of the Stockton section of the channel, and has been included as a Co-local Sponsor for the (overall) project, and has been paying the local sponsor's annual share of the costs. On this type of federal project, the local, or non- federal sponsor must pay a portion of costs of the project; in this case it is 25% of the total project costs (total project costs are approximately $130 million, with an anticipated local share of approximately $35 million). In 2007 and earlier this year, the Port took the lead, and working with the County, applied for Proposition 1 B Bonds through the California Transportation Commission's Transportation Corridor Improvement Program (TCIP). Although not final, it appears as though the Port and . the County will receive $17.5 million out of a $35 million request ($17.5 million amounts to one-half of the local costs for the project). The TWIC feels strongly that any (remaining) funds to be paid as part of the local share of the project should be paid by the actual beneficiaries of the deepening project. This would include the industries along the channel that utilize the deeper water, and the Port of Stockton (which has already been paying the current annual local share of costs). The Project recently launched its environmental review process, through a Notice of Intention under the National Environmental Policy Act (NEPA) and a Notice of Preparation through the California Environmental Quality Act (CEQA). Meetings to obtain public comment on scope and content of the Project were held at the County in late March, and in the City of Stockton in early April. A scoping comment period is currently ongoing,.slated to end April 30, 2008. 2
