APPROVE allocating $50,000 in FY 2007/08 Contra Costa Future Funds (CCFuture Fund)to Monument Futures to help them prepare a Theory of Change/Logic Model and Evaluation Plan, and pilot the proposed Worker-Owned Cooperative Project (Development Phase), as recommended by the Family and Human Services Committee; and 2. APPROVE and AUTHORIZE the Deputy Director—Redevelopment, or designee, to execute a contract with Monument Futures in an amount not to exceed $50,000 for the period of April 1, 2008 through October 1, 2008, as recommended by the Family and Human Services Committee. FISCAL IMPACT CCFuture Funds are generated from the transient occupancy tax from the Renaissance/Club Sport Hotel in the unincorporated Contra Costa Centre area. Community Development - CDBG JOHN CULLEN, CLERK OF cc: County Administrator THE BOARD OF SUPERVISORS Auditor AND C UNTY ADMINISTRATOR County Counsel BY EPUTY BACKGROUND/REASONS FOR RECOMMENDATION The Contra Costa Future Fund was created in 2003 when the Board of Supervisors earmarked a portion of the transient occupancy tax from the Renaissance/Club Sport Hotel in the unincorporated Contra Costa Centre area for early intervention and prevention programs that reduce high cost crisis/safety net services. The mission of the CCFuture Fund is to: ...invest in programs and services that are results-based, family-oriented, collaborative, and available at critical points in the lives of children and families, thereby improving family functioning and reducing the high costs of dependency. In January 2004, the Board approved criteria for selecting programs for CCFuture Fund grants and program evaluation requirements, and designated the County's Community Development Block Grant(CDBG) program, operated out of the Community Development Department (CDD), as the grant administrator. Criteria for Selecting Programs for CCFuture Fund Grants: The Board adopted criteria for selecting agencies to receive CCFuture Funds includes the following: CCFuture Fund will support service delivery systems characterized by: ➢ Community and Family-Focused Services Results Accountability ➢ Integrated and Collaborative ➢ Maximize, Leverage and Align Funding ➢ Data-Driven Service Delivery Planning Monument Futures' Proposal: Representatives from Monument Futures have met with Supervisor Bonilla's office and CDD staff to discuss the proposed Worker-Owned Cooperative Program (WOCP) and how it could assist residents in the Monument Corridor. As proposed, the WOCP has a 3-year goal to form and support the growth of 2 to 3 worker-owned cooperatives among interested low income and Latino residents of the Monument Community as a "bridge" from the informal to the formal economy. The program is a logical outgrowth of Monument Futures'job placement and training program in the trades and technology. Drawing from very successful cooperative models such as Women's Action to Gain Economic Security (WAGES), Arizmende Bakery and others, Monument Futures will provide intensive education and technical assistance to a least 30 residents who are motivated and qualified to start a business cooperative. Each cooperative will be owned and controlled by its members. Monument Futures will link these cooperatives to the broader economic development and redevelopment efforts currently taking place in the Monument Corridor. WOCP will be part of the new Monument Center for Economic Opportunity that co-locates and coordinates workforce, asset and business development services for residents and business owners in the community. Monument Futures' initial proposal calls for providing WOCP to 30 clients per year who will establish 2 or 3 cooperatives. All members of the cooperative will develop competence in financial literacy, business planning, management and marketing. The cooperatives will incorporate and obtain any necessary business licenses. The expected Social Return on Investment (SROI) includes: worker cooperatives will be able to pay relevant corporate or sales taxes, provide family health benefits for members and stabilize and increase member incomes. Staff will work with Monument Futures during the Development Phase of this project to further define and refine project outcomes and the SROI strategy. Family and Human Services Committee: On April 7, 2008, the Family and Human Services (FHS) Committee considered Monument Futures' request for CCFuture Funds and recommended that Monument Futures receive $50,000 in funding during the Development Phase to complete a program Logic Model/Theory of Change and Evaluation Plan, as well as pilot the proposed project. The required deliverables during this phase include: 1. Develop and submit for CDD approval a program Logic Model that addresses questions related to: • Target population • Treatment/Program Assumptions • Program Inputs • Program Outputs • Outcomes/results • Social Return on Investment • External Factors 2. Develop and submit for CDD approval an Evaluation Plan that shows how a grantee will: • Document how well the proposed Theory of Change is implemented • Track received services • Identify improved outcomes of clients • Document the program achievement of a Social Return on Investment Provided Monument Futures submits an approved Logic Model and Evaluation Plan, and pilots the proposed project successfully, staff will return to the FHS Committee to recommend they receive up to $100,000 in CCFuture funds to implement the WOCP project beginning in October, 2008. At the end of each year, all of the CCFuture Fund grantees, including Monument Futures will report to the FHS Committee on performance. The inclusion of Monument Futures' Worker-Owned Cooperative Project enhances the set of core services that are being provided by the other six CCFuture Fund grantees and together will meet the needs and challenges facing many residents in the Monument Corridor. All CCFuture Fund grantees are required to document improved outcomes and cost avoidance of their clients served. i
