SUBJECT: Approval of Contract#74-284-1 with Stan-Commonwealth, Inc.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION
RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute
on behalf of the County, Contract #74284-1 with Starr Commonwealth, Inc., a non-profit
corporation, in an amount not to exceed S17,700, to provide a residential day treatment program
and mental health services for mentally or emotionally disturbed children for the period from
January 30, 2008 through June 30, 2008. This Contract includes a six-month automatic extension
through December 31, 2008, in an amount not to exceed S21,000.
FISCAL IMPACT:
This Contract is funded 100% by Individuals with Disabilities Education Act (IDEA/SB 90). No
County Funds are required.

This SB 90 program supports the following Board of Supervisors community outcomes:
"Children ready for and succeeding in school"; "Families that are safe, stable, nurturing"; and
"COI17171Lill Ities that are safe and provide a ]sigh quality of life for children and families". The
expected outcomes include all goals identified by Children's Statewide System of Care guidelines
racluding increasing and rnaintaining school attendance as measured by school records; an
increase in positive social and emotional development as measured by the Child and Adolescent
Functional Assessment Scale (CAFAS); an increase in family satisfaction - as measured by the
Parent Satisfaction Survey; decreased used of acute care system; and placement at discharge to a
lower level of care.

BACKGROUND/REASON(S) F'OR RECONIME.,NDA'I'ION(S):
This Contract meets the social needs of County's population in that it provides Out-of--State
Residential Intensive Day Treatment Program and Mental Health Services for mentally or
emotionally disturbed children, including Special Education Pupils (SEP), for Individualized
Education Plan (IEP) required services at Contractor's Montcalm School facility.
Under Contract #74-284-1, Starr Commonwealth, Inc. will provide intensive day treatment and
mental health services for mentally or emotionally disturbed children through June 30, 2008.

The State Department of Mental Health has been working in collaboration with the County's Mental
Health Division to provide mental health services to eligible clients, 0-21 years of age. Starr
Commonwealth, Inc dba .Montcalm School provides out-of state: residential services to clientele
whose services are mandated by.lDEA and are claimed through SBc)O. A recent settlement resulted
in Residential Treatment for a Contra Costa.client who will be receiving services inAlbion, Ml.

Approval of this retroactive contract amendment YAII allow kir the Contractor to provide mandated

ALTITIORIZATION OF SEMVICES:
