RECOMMENDATION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to
execute a contract with Contra Costa Crisis Center in an amount not to exceed $50,000 for 24-
hour Emergency Response Program telephone services for the period July 1, 2008 through
June 30, 2009.
FISCAL IMPACT:
$50,000: 18% County; 14% State; 68% Emergency Assistance TANF Federal. $40,000 is
claimed to Child Welfare and $10,000 is charged to Adult Protective Services.

SUBJECT: Contract with Contra Costa Crisis Center for 24-Hour Emergency
Response Program Telephone Services
CHILDREN'S IMPACT STATEMENT:
This contract supports three of the community outcomes established in the Children's Report
Card: 2)"Children and Youth Healthy and.Preparing for Productive Adulthood"; 4)"Families that
are Safe, Stable and Nurturing"; and 5) "Communities that are Safe and Provide a High Quality
of Life for Children and Families," by providing individuals a means to address crisis issues.
BACKGROUND:
The 24-hour Emergency Response Program telephone service provided by Contra Costa Crisis
Center under this contract assists the Employment and Human Services Department (EHSD) in
meeting its obligations under the federally mandated 24-hour Children's Protective Services
Emergency Response Program. These services support both the Children and Family Services
(CFS) Bureau and the Aging and Adult Services Bureau. Contractor will provide 24-hour crisis
line telephone support, referrals and immediate intervention and counseling to at-risk children
and adults dealing with critical issues such as suicide, homelessness, grief, abuse, and neglect
