SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION I RF,COMMENDATION(S): Approve and authorize the Health Services Director or his designee (Haven Fearn) to execute, on behalf of the County;— --� Standard Agreement (Amendment) 429-502-22 (07-NNA07, 01), with the State Department of Alcohol and Drug Programs, effective July 1, 2007 to amend Standard Agreement 429-502-20, to reflect a decrease by the State, Federal Block Grant and Federal Drug Medi-Cal funding, in an amount not to exceed $212,339, for fiscal year 2007-2008, with a new payment limit of$11,302,160,with no change in the original term of July 1,2007 through June 30,2010. FISCAL IMPACT: Approval of this(Amendment) agreement will decrease the funds for fiscal year 2007-2008 by$212,339 from the State, Federal and Federal Drug Medi-Cal as follows: FY 2007-08 As Amended Net Change State General Funds $2,989,235 $2,884,663 $<104,602> Federal Block Grants 6,438,596 $6,435,459 <$3,137> Federal Drug/Med.-Cal 2,086,668 $1,982,068 .<$104,600> TOTAL $11,514,499 $11,302,160 <$212,339 No change in the required County match for this Agreement. Funding for this Contract is included in the Department's fiscal year 2007-08 budget, of this three year Agreement. Based on current Medical claiming levels, no bud�o tary impact is expected from this amendment. BACKGROUNDIREASON(S) FOR RF.COMM.ENDATION(S): This Standard Agreement #29-502 is a combined Negotiated Net Amount (NNA) and Drug/Medi-Cal contract. Tile NNA Agreement(effective July 1,2007 through June 30,2010)requires counties to provide Drug/Medi-Cal services up to their full State General Fund allocation for Drug/Medi-Cal match. If the required services exceed the allocation, counties may access a Drug/Medi-Cal reserve set aside for this purpose. This Agreement reflected the anticipated FY 2007-2008 funding allocation. In a State Department of Alcohol and Drug Programs memorandum dated March H, 2008, the County was notified of the decrease in allocation. Based on current service level billings,no reduction in current year revenue is expected from this amendment. Approval of this Standard Agreement (Amendment) #29-502-22 will result in a decrease in the State Medi-Cal and Federal Medi-Cal match and allow continuation of the Prevention and Treatment Program,through June 30,2010. Three sealed and certified copies of this Board Order should be returned to the Contracts and Grants Unit for submission to the State.
