FISCAL IMPACT: Upon approval, there will be an annual cost of$21,855.58. The cost of this action was included in the ori ' al board order fiscal impact statement. The original P-300 included the addition of the position, however the Board Order failed to include the adding of(1) Properties Trust Officer position. The recruitment process has been completed and Health Services Department is now ready to interview and hire personnel but does not have the needed position. CONSEQUENCE OF NEGATIVE ACTION: If this request is not approved, without this position Health Services is unable to accept clients in the conservatorship program. December 4, 2007 SUBJECT: Position Adjustment Resolution # 20411 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt Position Adjustment Resolution #20411 establishing the classification of Properties Trust Officer (VAVA, unrepresented) at salary level B85-1591 ($5,061.86-$6,152.72), and abandoning the classification of Assistant Properties Trust Officer (XASG, unrepresented) in the Health Services Department, as recommended by the Assistant County Administrator—Director of Human Resources. BACKGROUND: The Conservatorship/Guardianship program of the Health Services Department is charged with the responsibility of making decisions for mentally ill adults, called conservatees. This program is managed by the Conservatorship/Guardianship Program Manager. The responsibilities of this program include assessments for the purpose of case management services and estate management services for LPS and probate conservatees. Originally, this program consisted of a Conservatorship Program Chief and the Properties Trust Officer. Because of increased responsibilities resulting from changes in court requirements, the advent of computer technology, and the increasing growth of the conservatorship program, a Patient Financial Services Specialist position was added to the program to assist with coordination of all benefits for the conserved clients in the program. The Properties Trust Officer classification was later abandoned. Through the continued growth of this program, the need has arisen to reactivate the Properties Trust Officer classification, and abandon the Assistant Properties Trust Officer classification. The majority of the work to be performed would exceed the scope of an Assistant Properties Trust Officer. FISCAL,IMPACT: The total annual costs associated with this action is $21,855.58, with a total cost this fiscal year of$18,212.98. All costs.are included in the 2007-2008 budget. CONSEQUENCE OF NEGATIVE ACTION: If this action is not approved, the Conservatorship/Guardianship program will be unable to adequately staff its unit, due to the increasing demands of the program. A negative action will also make it increasingly difficult to fill the Assistant Properties Trust Officer position, since the duties are more appropriately assigned to a Properties Trust Officer.
