ADOPT Resolution Number-2008/310 to abolish positions and layoff employees in the Employment and Human Services Department, Community Services Bureau (CSB). B. APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to temporarily close part-day, part-year Head Start Center Based preschool classrooms during the low-enrollment summer period effective June 30, 2008. C. APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to temporarily close Head Start Home Base Program during the low-enrollment summer period effective May 16, 2008. D. ABOLISH Early Childhood Home Educator project positions as specified in Attachment A-1, effective May 19; 2008. E. ESTABLISH FAC Teacher project positions as specified in Attachment A-1, effective August 18, 2008. FISCAL IMPACT: No fiscal impact from implementing these recommendations. The funding received anticipates that part-year classrooms will be closed during the summer months. BACKGROUND: Since 1965, with the exception of 2002, the Community Services Head Start Program, in accordance with funding source regulations, suspends part-day operations during low-enrollment summer months. This year, CSB proposes to suspend The Head Start Home Based Program effective May 16, 2008; and the Head Start Center Based Program effective June 30, 2008. Staff layoffs and position cancellations will be effective May 19, 2008 and June 30, 2008, respectively Both the Community Services Head Start Center Based Program and the Home Based Program.will re-open the part-day operations effective September 2, 2008. The Department is requests the Board to re-establish the sixteen cancelled positions and re-employ the staff effective August 18, 2008. J ABSTAIN: SUBJECT: Resolution No. 2008/ 310 In the Matter of Abolishing and Restoring Positions and Laying Off and Re-appointing Employees In the County Head Start Program For summer 2008 The Contra Costa County Board of Supervisors in all of its capacities as the governing body of Contra Costa County and of the districts of which it is the ex officio governing board RESOLVES THAT: 1. The Board has considered the report of the Employment and Human Services Director to the County Administrator advising of the Bureau's intent to suspend Center Based Head Start on June 30, 2008. The nine month Head Start program will be extended this year to avoid adverse budgetary impact due to loss of service days. The part-year Head Start Home Based program will be suspended as planned on May 16, 2008. 2. The Board has considered the impact of limited funding and the staffing necessary for the efficiency of County government operations and has considered the staff retention plans submitted by the Community Services Bureau for the Head Start program under its jurisdiction. 3. In order to keep expenditures within available funding or to keep staffing at the level necessary for efficient operations, it is necessary to abolish the positions described in Attachment "A-1" on the dates indicated for reasons of economy, lack of funds or because the necessity for the position(s) involved no longer exists and to lay off employees accordingly. 4. Positions required to support the Head Start program in August and September will be re- created. The positions shown on Attachment "A-1" are to be abolished and new positions establish on the dates indicated. 5. The Employment and Human Services Director, shall issue layoff or displacement notices, as the case may be, and give notice to affected employees of the Board's action. 6. The Employee Relations Officer shall give notice of this Resolution to recognized employee organizations representing employees impacted by this action. 7. To the extent that the subjects of this Resolution are within the scope of representation pursuant to the Meyers-Milias-Brown Act (Government Code Section 3500 et seq.), this Board offers to meet with recognized employee organizations upon request concerning this Resolution. 8. Recognized employee organizations may submit to the Employee Relations Officer written requests to meet and confer on specific proposals with respect to this Resolution of resulting layoffs. This authorization and direction is given without prejudice to the Board's right to reduce or terminate the operations and services of the County and of Districts governed by this Board and to eliminate classes of employees or positions as involving the merits, necessity, or organization of services or activities of the County or Districts governed by the Board and not within the scope of representation. 9. This action is taken without prejudice to pending consulting, meeting, and meeting and conferring with recognized employee organizations. 10. For purposes of this specific layoff, employees currently enrolled in a health or dental plan may re-enroll in health/dental or voluntary supplemental life plan provided they do so within 60 days from their return to work date.
