SUBJECT: Acknowledge the Positive Outcome of frice of the Inspector General Temporary
Assistance for Needy Families (TANF) Review and the Employment and Human
Services Department (EHSD), Workforce Services (WFS) Bureau staff for
outstanding efforts and quality performance.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
ACKNOWLEDGE the positive outcome of the Office of Inspector General (OIG) Temporary Assistance for
Needy Families (TANF) review and the work of the Employment and Human Services Department (EHSD),
Workforce Services (WFS) Bureau staff(Eligibility Workers, Employment Specialists, and Senior Employment
Specialists including our Clerks, Program Analysts, Supervisors and Managers) for their outstanding efforts and
quality performance in service to TANF/CaIWORKS clients and acknowledge and commend those five (5) WFS
Bureau staff, Jerald Sams, Katherine Berdal-Dutro, Rachelle Goldenberg, Sandy Frazier, and Cassandra
O'Neal,who were.most directly involved in preparing for and working with the OIG TANF audit team.

BACKGROUND:
Under the Improper Payments Information Act of 2002(IPIA),the U. S. Department of Health and Human Services .
(DHSS) Office of Inspector General (OIG) conducted and recently completed a review of the TANF basic
assistance payments made in California during the period April 1, 2006 through March 31, 2007. California was the
fourth State behind Pennsylvania, New York, and Michigan to undergo this review. -
Contra Costa County was one of the thirty (30) counties selected.to be included in the OIG's statewide TANF
review. The review encompassed a statistically valid, random sampling of cases to determine eligibility and
payment accuracy as well as documentation accuracy. The four-member OIG audit team conducted their on-site
review of Contra Costa County during the week of October 8, 2007.
Contra Costa County was one of Nineteen (19)of the total of 30 counties reviewed determined to have no eligibility,
payment, or documentation errors. In February 2008, EHSD, WFS Bureau received official notification from the
DHSS OIG noting no errors or findings in the audit of our selected case records and files. EHSD WFS Bureau staff
were additionally commended by the audit review team for the thoroughness and completeness of their client cases
and records as well as the level of staff preparedness for the OIG review..
On a statewide level and while the overall estimate of improper payments is still currently under review, preliminarily,
California has performed better than the other four(4)States in both the area of eligibility/payment errors at 4.86%
(percent of actual dollars expended)and 933%(percent of the number of payments made)and in the second area
of documentation errors which were significantly lower than the other States at 1.16% (percent of actual dollars
expended) and 2.00% (percent of the number of payments made).
