SUBJECT: Contract with Youth Homes Inc. for dedicated group home sheltered
services.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to
execute a contract with Youth Homes, Inc., a non-profit corporation, in an amount not to exceed
$120,000 to continue to provide dedicated group home shelter services for children requiring
emergency placement for the period July 1, 2008 through June 30, 2009.
FISCAL IMPACT:
$120,000: 100% County.
CHILDREN'S IMPACT STATEMENT:
The Dedicated Shelter Group Home program supports three of Contra Costa County's
community outcomes: 2) "Children and Youth Healthy and Preparing for Productive Adulthood";
4) "Families that are Safe, Stable and Nurturing"; and 5) "Communities that are Safe and
Provide a High Quality of Life for Children and Families". This contract will provide children
with stable, high-quality residential treatment after entry into the Child fare System.

SUBJECT: CONTRACT WITH YOUTH HOMES INC. FOR DEDICATED GROUP
HOME SHELTER SERVICES.
BACKGROUND:
Youth Homes, Inc., provides for two dedicated group homes (twelve beds) providing countywide
shelter services at established Central County and East County sites. Both homes provide 24-
hour intake, a no-restriction admission policy, and specialized staffing to accommodate children
whose backgrounds may be unknown at time of placement. These 2 group homes are the
primary shelter care facilities in Contra Costa County; they serve children with serious behavioral
and emotional problems both when coming into the social services system for the first time, and
when requiring emergency placement. They serve an essential function that no other county
facility provides.
Keeping children in Contra Costa County in the least restrictive setting possible helps with
visitation and reunification efforts. Additionally, without these dedicated beds more children
would be placed in costlier, more restrictive facilities outside of Contra Costa County. EHSD also
realizes some cost benefits through improved caseworker access to children. (21-527-9)
