SUBJECT: AUTHORIZATION TO EXECUTE CONTRACT AMENDMENT FOR HEAD
START DELEGATE AGENCY WITH FIRST BAPTIST CHURCH OF
PITTSBURG
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Employment & Human Services Director, or designee,
to execute a contract amendment with First Baptist Church of Pittsburg, effective May
13, 2008, to include federal legislative changes regarding contract termination, with no
change to the payment limit or term January 1, 2008 through December 31, 2008.

First Baptist Head Start Delegate (33-499-32) May 20, 2008
CHILDREN'S IMPACT STATEMENT:
The Employment & Human Services Department Community Services Bureau supports
three of Contra Costa County's community outcomes - Outcome 1: "Children Ready
for and Succeeding in School," Outcome 3: "Families that are Economically Self-
sufficient," and, Outcome 4: "Families that are Safe, Stable, and Nurturing." These
outcomes are achieved by offering comprehensive services, including high quality early
childhood education, nutrition, and health services to low-income children throughout
Contra Costa County.
BACKGROUND:
On November 27, 2007 the Board approved the FY 2008 Head Start Delegate Agency
contract with First Baptist Church of Pittsburg. This contract provides early care and
education services to 257 program eligible children ages three (3) to five (5) years in
Pittsburg.
This amendment seeks to include revisions to the contract termination language from
the 2007-08 Head Start Act. The termination clause now includes: "The Head Start
agencies may not terminate a delegate agency's contract or reduce a delegate
agency's service area without showing cause or demonstrating the cost-effectiveness of
such a decision."
The Special Conditions of the current contract will be amended to include the new
language.
