These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County. BACKGROUND: On September 25, 2007, the Board approved a contract with First Baptist Church of Pittsburg to provide daily childcare operations at the County-owned Fairgrounds Children's Center in Antioch. The contract includes Head Start program wraparound services to twenty (2) program eligible children between the ages of three (3) and five (5) years as well as Head Start program enhancement services to sixty (60) program eligible children between the ages of three (3) and five (5) years. Department program staff has since determined it necessary to increase the number of slots allocated to Head Start wraparound services by two (2) and to increase the number of slots allocated to Head Start enhancement by eight (8) for a total of ten (10) additional program slots, effective April 1, 2008.
