HomeMy WebLinkAboutMINUTES - 05202008 - C.47 TO: BOARD OF SUPERVISORS =— — qio t r a FROM: ROBERT KOCHLY, DISTRICT ATTORNEY ;,;me `. -. „z Costa DATE: May 20, 2008 T4 C001z C o u n ty SUBJECT: Approval to Submit and Execute a Grant Award Agreement with the State Office of Emergency Services for Funding of the Regional Anti-Drug Program for the Period July 1, 2008 through June 30, 2009 in the Amount of$391,472 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and authorize the District Attorney to submit an application and execute a grant award agreement, and any extensions or amendments thereof,pursuant to State guidelines,with the State Office of Emergency Services for funding of the Regional Anti-Drug Program in the amount of$391,472 for the period July 1, 2008 through June 30, 2009 (100% Federal Funds Budgeted). FINANCIAL IMPACT: Pursuant to State guidelines, the Program is governed by a Steering Committee, including the District Attorney, Sheriff-Coroner,County Probation Officer, and the County Drug Administrator,which approves distribution of the funds. Of the$391,472 available under this program,$153,123 has been allocated for use by the District Attorney's Office toward funding one experienced attorney; $117,462 has been allocated for use by the Sheriff's Office toxicology staff; and$120,887 has been allocated to the Probation Department toward funding one deputy probation officer. Expenditures and revenue are built into the 2008/09 budget submissions for the respective agencies to implement their portion of the grant award. Grant Conditions require that the County accept responsibility for any liability arising out of the performance of the grant award, including civil actions for damages, Supplantation is prohibited. REASONS FOR RECOMMENDATIONS AND BACKGROUND: The Regional Anti-Drug Program has three components operated by the District Attorney, Sheriff-Coroner, and County Probation Office,respectively, and has been in effect since fiscal year 1995/96. As in prior funding cycles, the State is requiring that a single application be submitted under the authority of one department. Therefore,as in the past the District Attorney is submitting a unified grant application for all three. All three program components will be concentrating on a prioritized and integrated drug enforcement effort coordinated through the State-led Narcotics Enforcement Teams operating in the County. Grant activities focus on middle- and high-level narcotic dealers and manufacturers,violent and repeat offenders, and drug trafficking gangs and organizations, to interdict the importation, manufacture and distribution systems which have, in recent years, become more sophisticated in their metho of operati ns.
