SUBJECT: APPROVE and AUTHORIZE the Contra Costa County Librarian to
Apply for and Accept a Community Engagement Grant of$2,000 from the
East Bay Community Foundation

RECOMMENDATION
APPROVE and AUTHORIZE the Contra Costa County Librarian to apply for and enter into an agreement with the
East Bay Community Foundation to accept a grant in the amount of$2,000 to fund a series of Family Events to
support the Library's Summer Reading Program 2008: Catch the Reading Bug.
FINANCIAL IMPACT
The Library will provide$1,082.50 of the$3,082.50 needed to fund the Family Events.
BACKGROUND
To support Summer Reading Program 2008: Catch the Reading Bug, the Contra Costa County Library
will offer Family Events to attract a multi-generational audience to the library and to Summer Reading.
Themed events for all ages are planned, including Insect Songs for Children by Sandi & Steve and an
insect science program presented by the Insect Discovery Lab that includes viewing live insects. The
events will be presented free to the public multiple times and distributed across the five regions of the
County, so that patrons have an opportunity to enjoy an event at a community library near their home.

1. Describe the community, constituency or audience to be served.

c. Estimate percentage of very low and low income: 7.9% are below poverty level
d. Other Characteristics: With 25 community libraries and its virtual library, the Contra
Costa County Library serves approximately one million residents of the urban, suburban
and rural communities noted below on the map. According to the U.S. Census Bureau,
the Library's service area includes the following races alone or in combination with one
or more other races: White — 73.3%; Black or African American — 9.5%; American
Indian and Alaska Native — 0.7%; Asian — 12.7%; Native Hawaiian and Other Pacific
Islander — 0.4%; some other race — 3.4%. Of these residents, 20.4% are Hispanic or
Latino. The County's diversity is also reflected in the 50 different languages spoken by
its school-age children. Unique services and programs are developed by Library staff
throughout the County to meet the needs of these diverse communities and populations.

2. Describe the project for which funds are being requested. What activities or
procedures will be employed?
To support our Summer Reading Program 2008: Catch the Reading Bug, the Contra Costa
County Library will offer Family Events to attract a multi-generational audience to the library
and to Summer Reading. Themed events for all ages are planned and will be held throughout the
summer. For children and families, we will offer the musical performance, Insect Songs for
Children by Sandi & Steve, and an insect science program presented by the Insect Discovery Lab
that includes viewing live insects. For teens participating in the Library's Teen Reading program
entitled Metamorphosis, we will offer events based on the themes of inward and outward
metamorphoses. They include: craft programs, library book cart decorating contests, Jeopardy
game events and a program for young people about skin-care and cosmetics. For adults, we will

host gardening and pest control programs offered by Contra Costa County Master Gardeners and
an independent contractor.
Some of these events are free to the library, but some performers charge a fee. We request
funding of$2,000.00 to help defray some of the costs involved in bringing this amazing line-up
of events to the different parts of our county. The events will be presented free to the public
multiple times and distributed across the five regions of the County so that our patrons have an
opportunity to enjoy an event at a community library near their home. Contra Costa County
Library serves all socio-economic levels, and while Friends of the Library groups in more
affluent communities often help with funding portions of the Summer Reading Program, other
communities in the County receive little or no additional support from alternative sources. In
recognition of that, we have scheduled many of these family events in libraries that struggle to
provide paid performers throughout the year.
3. What impact do you anticipate from the project for your neighborhood, community or
constituency?
Contra Costa County Library's Summer Reading Program serves the community by emphasizing
that reading for pleasure is an important component of lifelong learning. Because we supply
access to reading materials and sponsor activities that foster literacy, libraries and summer
reading programs play an important role in assisting disadvantaged families to enhance their
literacy skills. The Library has expanded the normal concept of summer reading for school-age
children into a program for community members of all ages. For the second year, we are offering
a Baby Reading program (ages 0-2) and we are continuing our Kid's Reading (3-12), Teen
Reading (13-18), and Adult Reading (18+)programs. By offering events that relate to our theme,
Catch the Reading Bug, we are hoping to attract more attention to Summer Reading, to
encourage more community members to visit and enjoy their libraries, and to give families an
opportunity to experience a free event together during the summer.
4. Describe any partnerships with other organizations or individuals that will help this
project succeed?
Contra Costa County Library has partnerships with many organizations and individuals that help
Summer Reading succeed. For one of our planned events, we will partner with the Contra Costa
County Master Gardeners to present the kind of positive experiences community members are
sure to appreciate. The Countywide Youth Commission and Teen Advisory Boards at various
community libraries will help us with all aspects of Teen Reading and will serve as volunteers to
help implement the programs. Friends of the Library groups and Library Foundations, along with
many library volunteers, will help plan and conduct many activities during the summer.
Corporate sponsors such as Round Table Pizza, Chabot Space & Science Center, Lawrence Hall
of Science, San Francisco Giant's and Oracle generously donate incentive prizes for completion
of the Summer Reading Program.
