These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County. BACKGROUND: On January 24, 2006, the Board approved an agreement with California Department of Community Services and Development for PY 2006-07 Community Services Block Grant (CSBG). The agreement provides funding for the Department's Community Action programs for program eligible county residents which are determined by the County's Community Action Plan. The 2006-07 Community Action Plan was approved by the Board on June 21, 2005. The originating agreement (39-813-13) was for a two year term of January 1, 2006 through December 31, 2007. Prior to the Department's development of the PY 2007 CSBG budget, the State verbally informed the Department that the PY 2007 allocation was likely to be lower than that stated in the contract. Therefore, the proposed higher allocation was never budgeted and the funds are already accurately reflected in the current budget. On April 10, 2008 the Department received the formal notification from the State regarding the reduced allocation. This board order and agreement amendment (39- 813-14) is to recognize the changed allocation and to amend the contract to reflect the actual allocation for PY 2007. The State determined the amended contract amount under the funding allocation formula created by passage of SB 1376 (Chapter 807, Statutes of 2006). Under this formula, some of the State's contractors realized an increased allocation. Given this, the State has opted to extend the term of all the 2006-07 CSBG contracts to allow those who are experiencing an increase of funds additional time to expend.
