SUBJECT: AUTHORIZATION TO SUBMIT APPLICATION AND ACCEPT FUNDS
FOR 2008 ONE-TIME HEAD START TRAINING AND TECHNICAL
ASSISTANCE
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Employment & Human Services Director, or designee,
to submit funding application to the U.S. Department of Health and Human Services,
Administration for Children and Families, in an amount not to exceed $375,000 for
Head Start training and technical assistance for the period July 1, 2008 through
December 31 , 2008. (100% Federal funds, CFDA 93.600) (All Districts)
FISCAL IMPACT:
If grant application is approved, funding will be included in the Department's proposed FY
2008-09 budget. The County, as Grantee, is required to generate a 20% non-federal match
not to exceed $93,750. This match is achieved through collaboration with college partners
providing administrative program support, academic tutors & mento and coordinators and
our collaboration with the State Child Development Program. / /

2008 Head Start TTA I teacher education May 20, 2008
CHILDREN'S IMPACT STATEMENT:
The Employment & Human Services Department Community Services Bureau supports
three of Contra Costa County's community outcomes - Outcome 1: "Children Ready
for and Succeeding in School," Outcome 3: "Families that are Economically Self-
sufficient," and, Outcome 4: "Families that are Safe, Stable, and Nurturing." These
outcomes are achieved by offering comprehensive services, including high quality early
childhood education, nutrition, and health services to low-income children throughout
Contra Costa County.
BACKGROUND:
As the Head Start grantee, the Department is eligible to apply for a one-time funding
opportunity for training and technical assistance. These funds will assist Head Start in
meeting new staff qualification requirements articulated in the 2007 Head Start
Reauthorization Act, Section 648A(a) regarding 50% of Head Start teachers in center-
based programs to have their baccalaureate degree in early childhood education no
later than September 30, 2013.
The application will go before the Head Start Policy Council on May 21, 2008 for
approval.
