(100% Federal funds, CFDA 93.600) (All Districts) FISCAL IMPACT: If grant application is approved, funding will be included in the Department's proposed FY 2008-09 budget. The County, as Grantee, is required to generate a 20% non-federal match not to exceed $93,750. These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County. BACKGROUND: As the Head Start grantee, the Department is eligible to apply for a one-time funding opportunity for training and technical assistance. These funds will assist Head Start in meeting new staff qualification requirements articulated in the 2007 Head Start Reauthorization Act, Section 648A(a) regarding 50% of Head Start teachers in center- based programs to have their baccalaureate degree in early childhood education no later than September 30, 2013. The application will go before the Head Start Policy Council on May 21, 2008 for approval.
