SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, on behalf of the Workforce Development Board of Contra Costa County to apply for and accept grant funding from the State of California Employment Development Department, National Emergency Grant, for services to individuals impacted by layoffs and downsizing in the financial services business sector in an amount up to $425,000 for the period November 1, 2007 through September 30, 2009. (#29-270-0) FISCAL IMPACT: If awarded, County will receive up to $425,000, 100% Federal funding, National Emergency Grant (NEG). (All Districts) CHILDREN'S IMPACT STATEMENT: Services under this contract will support one of the five Community Outcomes established in the Children's Report Card: 3) "Families that are Economically Self-Sufficient", by providing services to obtain and maintain unsubsidized employment following the impact of layoffs and downsiziM in the financial business sector. BACKGROUND: Contra Costa County Employment and Human Services Department (EHSD), on behalf of the Workforce Development Board (WDB), is requesting authority to apply for and accept National Emergency Grant funding to provide service to employees in the financial industry. The WDB has received requests for assistance to employees from ten (10) different financial industry employers, representing assistance requests for 1,078 employees who once performed escrow, loan, audit, sales, administrative and operations duties within the financial industry. Through this grant, WDB will outreach to and engage workers, businesses, and education and training providers to create viable employment opportunities for those workers impacted by layoffs and downsizing in the financial business sector. The National Emergency Grant funding will be effective retroactively to November 1, 2007 through September 30, 2009.
