RECOMMENDATION:
Adopt Position Adjustment Resolution Number 20496a and Resolution No. 2008/ 35'3,to amend P300#20496 to correct the action of
reallocating the classification of Assistant Director of Airports(9BNA)on the salary schedule to salary level B851874($6,698-$8,977)to
instead reallocate it to salary level B8X 1976($7,391-$9,209)and implement one(1)2.5%outstanding performance pay step, as
recommended by the Assistant County Administrator-Human Resources Director
FISCAL IMPACT:
Upon approval,this action will result in an annual cost of$4,590 which will be funded by Airport Enterprise Funds. This action will result in no
net County cost.
BACKGROUND:
The Public Works Department had requested a reallocation of the Assistant Director of Airports salary due to significant salary compaction
between the Assistant Director of Airports classification and the subordinate Airport and Business Development Manager classification.
Originally, HR had found that there was salary compaction between these two classifications since there was only a 6.7%difference between
the top steps of these classifications and therefore, reallocated the classifi n by 3.3%to alleviate the co paction by i creasing the
difference between the classifications to 10%.

However,the comparison between the two top steps was not accurate in that the comparison was made between the top step of the Assistant
Airport Director classification which is an outstanding performance step to the top step of the Airport and Business Development Manager
classification which is a merit step. Outstanding pay should not be considered when determining if there is compaction between two
classifications due to the fact that the granting of outstanding performance pay is at the discretion of the appointing authority and is not
guaranteed. Due to this inequitable comparison,when the salary was reallocated, it did not address the compaction issue.
Due to the aforementioned reasons, HR is recommending to reallocate the salary of the Assistant Director of Airports from a salary range of
seven(7)steps to a salary range of(5)steps by merging the two outstanding performance pay steps of the Assistant Director of Airports
classification into the merit range.Additionally, since we are merging the two 5%outstanding pay steps into the merit salary range, we are
recommending to implement one(1)2.5%outstanding pay step to ensure consistency among most classifications in the Public Works
Department who do receive the outstanding performance pay. This action will alleviate the salary compaction between these two
classifications by increasing the difference between the top steps to 10%.
CONSEQUENCE OF NEGATIVE ACTION:
If this request is not approved, there will continue to be significant salary compaction between the Assistant Director of Airports classification
and the subordinate Airport Business and Development Manager classification.

SUBJECT: In the Matter of Implementing a Performance Pay Plan For the Class of
Assistant Director of Airports.
THE CONTRA COSTA COUNTY BOARD OF SUPERVISORS in its capacity as
governing Board of the County of Contra Costa and all districts of which it is ex-officio
governing Board RESOLVES THAT:
A. Salary Range: Effective January 1, 2008, the class of Assistant Director of Airports
will be reallocated to the salary schedule from a seven (7) step range having five (5)
merit steps and two (2) outstanding performance step to a six (6) step salary range
having five (5) merit steps and one (1) outstanding performance step.
B. Step Placement of Current Incumbent: There are no incumbents in the current
classification.
C. Merit Salary Increment Review - On the employee's anniversary date, the appointing
authority may, based upon an evaluation of work performance, award a merit increment
of 5% for satisfactory performance of the employee. The salary advancement shall be
granted only on the affirmative action of the appointing authority. In no case shall a step
be awarded beyond step 5 of the 6 step salary range for satisfactory performance. The
appointing authority may unconditionally deny a salary increment advancement or may
deny the step subject to review at a specified date before the next anniversary date.
D. Performance Review: For employees who are the top merit step (Step 5) of the
salary range, the appointing authority may, based upon an annual evaluation of work
performance, award on the employee's anniversary date, one (1) 2.5% step increment
for outstanding performance and/or the achievement of specific performance-based
objectives (hereinafter referred to as outstanding performance) to the incumbents in the
class of Assistant Director of Airports.
In instances where the employee, on his/her anniversary date, achieves Step 5 of the
salary range, an additional 2.5% step increment for outstanding performance and/or the

achievement of specific performance-based objectives may be granted by the
appointing authority at the time that the 5th step merit increment is approved.
If the employee does not receive outstanding performance pay on his/her annual
evaluation date, an extra salary review date may be set by the appointing authority for
sic: (6) months after the employee's anniversary date. This date may be set by the
appointing authority upon return of the Salary Review Report to the Director of Human
Resources or at another time prior to the extra review date six (6) months after the
employee's anniversary date.
If an employee was not awarded an outstanding performance step on his/her
anniversary date, the appointing authority may, based upon an evaluation of work
performance, award one (1) outstanding pay step effective six (6) months after the
anniversary date on the first of the month.
E. Continuation of Performance Pay: At the discretion of the appointing authority,
effective the first of a calendar month, approval for outstanding performance pay may
be rescinded, based upon an evaluation of work performance, at any time between the
employee's anniversary dates. Any outstanding performance pay step in effect on the
employee's anniversary date is subject to evaluation by the appointing authority and
must be affirmatively recommended by the appointing authority to continue.
Incumbents of classifications whose salary is reallocated to include outstanding
performance pay step(s) shall be compensated in accordance with Contra Costa
County's Salary Regulations. In no case shall a step be awarded beyond the top merit
increment step of the salary range except as authorized by the appointing authority in
recognition for achievement of specific performance-based objectives and/or
outstanding performance.
E. Other Provisions - Except as may be changed or modified by resolution hereafter, all
provisions of the Salary Regulations are applicable to this class. Additionally, this
resolution supersedes Resolution No. 2001/581 for the purposes of implementing the
pay for performance plan for the classification of Assistant Director of Airports.
