4. ADOPT Resolution No. 2008/344 to appoint the following individual to the Retirement Board,
effective July 1, 2008, as the Alternate to Members 4, 5, 6, and 9, to a term that will expire on June
30, 2011:

BACKGROUND:
On December 12, 2000, the Board of Supervisors approved a policy on the process for recruiting
applicants for selected advisory bodies of the Board. This policy requires an open recruitment for all
vacancies to At Large seats appointed by the Board. The Board also directed that the IOC personally
conduct interviews of applicants for At Large seats on the Contra Costa County Fire Protection
District's Fire Advisory Commission, the County Planning Commission, and the Board appointees to
the County Employees' Retirement Board.
On June 30, 2008, the terms for Seats 6, 9, and the Alternate member, which are appointed by the
Board of Supervisors, will expire. Additionally, Seat 5, which represents the Board of Supervisors,
was declared vacant on February 5, 2008 due to the resignation of Clifton A. Wedington. In
February, the IOC approved a recruitment plan and schedule to fill the 2008 vacancies, and on March
14, staff issued a press release to advertise the current and impending vacancies. The deadline for
applications was Friday, April 25, 2008.
As a result of recruitment, six applications were received and determined to be eligible for
consideration. Applicants were notified by mail of the Committee's group interview process and of
their appointed interview times on May 12, 2008.
The Committee interviewed five candidates on May 12; one candidate did not appear. Prior to the
interviews, each candidate was advised of the significant time commitment required of Retirement
Board members and of the important of disclosing any conflicts of interest. Each candidate assured
the committee that he could fulfill his responsibilities if appointed, and is aware of no conflicts of
interest.
As a result of the interviews, the Committee recommends the re-appointment of incumbents
Supervisor John Gioia and Paul Katz to Seats 6 and 9, respectively, the appointment of incumbent
Alternate J. David Gaynor to Seat 5 (vacated by Clifton A. Wedington); and the appointment of Arthur
Y. Mitsutome to the Alternate Member to Seats 4, 5, 6, and 9.
Our Committee is most appreciative of the time and interest of all of the applicants and has sent
letters of appreciation to each of the candidates not recommended by the Committee for appointment.

function for this Washington, DC Taft Hartley pension plan with over$4 billion in assets.
Duties included overseeing the investment and general accounting,payroll, income
collection, and field auditing functions. Oversaw an operation of over 100 professionals.
Bank of Virginia and First Virginia Banks—August 1976 to August 1979—Senior

MARTIN B. McNAIR
Martin B. McNair was born and raised in Long Beach, California. He graduated from the
University of California at Berkeley in 1961 with a Bachelor of Science degree in Business
Administration. In 1962 he was commissioned at the Naval Officer Candidate School in
Newport, Rhode Island.
His first assignment with the Navy was in Underwater Demolition/SEAL Training in
Coronado, California. He served as Acting Executive Officer, Diving Officer, Ordnance
Officer, and Special Weapons Officer. He was Officer-in-Charge of numerous overseas
detachments, including one to Vietnam in 1964.
Upon completing his required tour of active duty in 1965, Martin did graduate work at
the University of Chicago, obtaining his Master's Degree in Business Administration with a
Finance and Marketing emphasis. He postponed his entry into the business world and accepted
an offer to be the Head Coach of the University of California's prestigious crew program,
becoming, at 26, the youngest Head Coach in the country.
In 1972 Martin entered the business world as a Commercial Mortgage Underwriter for
the Rouse Company, followed by a Vice Presidency at Wells Fargo Mortgage Company. In
1978 he left to found his own construction/development company, the products of which won
many awards, including the National Association of Home Builders Grand Prize for Best Custom
Home in America and Best Single-Family Detached Project. In 1983 Martin purchased and
reorganized a large rigid insulation manufacturing company in Oakland, California. He sold the
company in 1984 and took an extended trip to New Zealand. Upon returning, he formed New
Zealand Imports, Inc. (NZI) but soon was persuaded to re-enter the real estate business. In May
of 1984 his wife took over NZI, and Martin joined Chevron Land and Development as a Senior
project Manager with responsibility.for two of its largest and most prestigious developments: the
950-acre Hilltop multi-use project and the 1,700-acre Vaca Valley Corporate Center. In 1986 he
was promoted to Vice President of Operations and Acquisitions for the Huntington Beach
Company, a Chevron subsidiary. In late 1986 he left Chevron employment and founded MBM, a
solely-owned construction, development and real estate investment company for his own
account.
Martin stayed active in the Naval Reserve as a fully qualified Special Warfare Officer.
He retired as a Captain in late 1990 with 28 years of distinguished service, including four
command assignments.
Martin's outside activities include serving as a member of the Board of Mechanics Bank
(Loan and Audit Committees); he has served as Chairman of Contra Costa County LAFCO
(Local Agency Formation Commission); on the California Regional Water Quality Control
Board, San Francisco Bay Region; and on the San Francisco Bay Conservation and
Development Commission. He is on the Boards and serves as Treasurer for: Classic Yacht
Association, University of California Fraternity Alumni Advisors Council, and Opportunity
West.
