SUBJECT: SECTION 8 ADMINISTRATIVE PLAN REVISIONS CONCERNING A WAIT LIST
PREFERENCE FOR ELDERLY AND DISABLED CLIENTS OVER OTHER SINGLES
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
APPROVE a Section 8 Administrative Plan revision to the policies governing wait list preferences.
II. FINANCIAL IMPACT:
None. Resources will be provided from existing HUD funds.
III. REASONS FOR RECOMMENDATION/BACKGROUND
Staff reviewed the agency's wait list preferences as part of the preparation for the Authority's
upcoming wait list opening. Currently, the Authority has the following preferences (listed with their ranking
value):
• Current members of the U.S. Armed Forces, veterans, or surviving spouses of veterans (as required
by state law) (1 point)
• A residency preference for applicants who live, work or have been hired to work in HACCC's
jurisdiction (10 points).
• A preference for applicants who have been involuntarily displaced from housing due to a federal or
state declared disaster, government action or action by a housing owner that is beyond an applicant's
ability to control (state law requires a preference for displacement by public or private action). (20
points)
• A preference for families who have graduated from an approved transitional housing program that
partners with HACCC such as Shelter Plus Care (20 points).
• A preference to any family that has been terminated from HACCC's HCV program due to insufficient
program funding (20 points).
HUD permits housing authorities to adopt a preference for admission of single persons who are age
62 or older, displaced, homeless, or persons with disabilities over other single persons. While the

Authority currently has a preference for displaced persons and for the homeless (via the preference for
transitional housing graduates), staff proposes the addition'this preference primarily as a means of
addressing the needs of elderly and disabled applicants on the wait list.
If approved by the Board, this preference would be given 1 point.
IV. CONSEQUENCES OF NEGATIVE ACTION
Should the Board of Commissioners elect not to approve the proposed preference, the Authority
would open the wait list using its existing preferences. Single applicants on the wait list who are elderly,
disabled, homeless or displaced and who do not qualify for'any other preference, would be housed based
on their lottery ranking and would not otherwise be housed before other single applicants.
