RECOMMENDATION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to
execute contracts with the organizations listed below in an amount not to exceed $140,000 to
provide taxi services to California Work Opportunity and Responsibility to Kids (CalWORKs)
participants for the period July 1, 2008 through June 30, 2009.

FISCAL IMPACT:
$140,000: 100% California Work Opportunity and Responsibility to Kids (CaIWORKs)funding
CHILDREN'S IMPACT STATEMENT:
This contract supports all of the community outcomes established in the Children's Report Card:
1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and
Preparing for Productive Adulthood"; 3) "Families that are Economically Self Sufficient"; 4)
"Families that are Safe, Stable and Nurturing"; and 5) "Communities that are Safe and Provide a
High Quality of Life for Children and Families," by providing transportation services to
CaIWORKs participants.
BACKGROUND:
In November of 2006, the Employment and Human Services Department (EHSD) converted its
long-running Rides to Success Transportation Program for California Work Opportunity and
Opportunity to Kids (CaIWORKs) participants from a contracted bus model to a taxi-based
model. The program has proven to be extremely successful providing improved service
reliability and cost effectiveness by providing demand-response transportation services to
CalWORKs participants needing transportation for work, school, or County required Welfare-to-
Work activity.
