BACKGROUND: In November of 2006, the Employment and Human Services Department (EHSD) converted its long-running Rides to Success Transportation Program for California Work Opportunity and Opportunity to Kids (CaIWORKs) participants from a contracted bus model to a taxi-based model. The program has proven to be extremely successful providing improved service reliability and cost effectiveness by providing demand-response transportation services to CalWORKs participants needing transportation for work, school, or County required Welfare-to- Work activity. 19-362-1 19-363-1 19-365-1 19-366-1
