RECOMMENDATION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to
issue a Request for Proposal (RFP #1104) for domestic violence information and services to
California Work Opportunity and Responsibility to Kids (CaIWORKs) participants.
FISCAL IMPACT:
$247,000: 68% State and Federal California Work Opportunity and Responsibility to Kids
(CalWORKs) Funding (20% County; 40% State; 40% Federal); 32.% County authorized Zero
Tolerance for Domestic Violence Program.
CHILDREN'S IMPACT STATEMENT:

"Families that are Safe, Stable and Nurturing"; and 5) "Communities that are Safe and Provide a
High Quality of Life for Children and Families," by providing counseling, information, and training
on domestic violence.
BACKGROUND:
AB 1542 requires that counties screen applicants and recipients of public assistance for
domestic violence in order to provide referrals for supportive services. As part of Contra Costa
County's Employment and Human Services service delivery model, domestic abuse services will
be provided to CalWORKs participants, including participation in counseling and treatment
programs, as appropriate, to enable the applicant/recipient to obtain unsubsidized employment
and move toward self-sufficiency. Domestic abuse services are intended to ensure that victims
of abuse are not placed at further risk or'unfairly penalized by the CaIWORKs requirements and
procedures, including strict confidentiality provisions and waiver of program requirements.
