BACKGROUND: AB 1542 requires that counties screen applicants and recipients of public assistance for domestic violence in order to provide referrals for supportive services. As part of Contra Costa County's Employment and Human Services service delivery model, domestic abuse services will be provided to CalWORKs participants, including participation in counseling and treatment programs, as appropriate, to enable the applicant/recipient to obtain unsubsidized employment and move toward self-sufficiency. Domestic abuse services are intended to ensure that victims of abuse are not placed at further risk or'unfairly penalized by the CaIWORKs requirements and procedures, including strict confidentiality provisions and waiver of program requirements.
