ACCEPT attached letter from the Chair of the Housing Authority's Board of Commissioners to the
U.S. Department of Housing and Urban Development's Regional Director Richard Rainey.

III. REASONS FOR RECOMMENDATION/BACKGROUND
The attached letter provides Regional Director Rainey with an update on the progress made by the
Authority in resolving its open HUD Office of Inspector General and Independent Public Accountant
findings.

Dear Mr. Rainey:
I wanted to provide you with an update on the progress the Housing Authority of Contra Costa
County (HACCC) has made in resolving its open HUD Office of Inspector General (OIG) and
Independent Public Accountant(IPA) findings.
HACCC has successfully closed both OIG audits; 2007-LA-1004 concerning the Authority's
administration of the rent comparability function and 2007-LA-1010 concerning the verification
of income for families issued vouchers from HACCC's wait list.
The Authority has also successfully closed its IPA finding concerning rent rolls and has shown
improvement in performance of the tenant eligibility and annual recertification processes.
However, the latter item remains open because the IPA stated that it would take a full year's
cycle to determine the Authority's full compliance with the regulations governing eligibility and
annual recertification. Once this period has passed, we are confident this item will also be
closed.
Likewise, the Authority is still working with your staff to remove the agency's troubled rating.
Over 60% of the deliverables required by HUD in the Corrective Action Plan(CAP) for HACCC
have been completed and provided to your staff for review. The Authority is working on
completion of the remaining items and will coordinate with your staff on appropriate deadlines.
Many of the outstanding items concern the wait list. HACCC has just selected a contractor and
is currently conducting its outreach to local service providers to ensure equal access for all
potential applicants. Staff plans to open the wait list by mid-summer.
Additionally, the Board of Commissioners continues efforts to improve our knowledge of
Housing Authority guidelines, rules and regulations through training, have increased oversight
by establishing a separate monthly meeting for the Authority's business and have scheduled a
workshop with Authority staff for June 30th. Among other topics,the workshop will focus on
developing a strategic plan for HACCC and improving monitoring tools available to the Board.
The Director of Public Housing, Stephen Schneller, has agreed to attend the workshop. All

Commissioners have also successfully completed the HUD Certification requirements within the
appropriate time line.
Finally, I want to thank you for the support of your office. Mr. Schneller and his staff have been
extremely helpful in assisting HACCC to clear both OIG audits and have also provided guidance
in helping the Authority move forward toward completion of the CAP. If you have any
