RECOMMENDATION:
Adopt Position Adjustment Resolution Number 20559 to add one (1) Principal Labor Relations Negotiator —
Exempt position (unrepresented) (AGH1) and cancel one (1) Labor Relations Specialist I position
(AGSF) in the Human Resources Department
FISCAL IMPACT:
The total fiscal impact of this request results is $58,380 and is within the Human Resources Department's FY
08-09 budget.
BACKGROUND:
During the 2007 negotiations with our formally recognized employee organizations, it was determined that the
lack of well qualified, internal Labor Relations staff hindered our ability to negotiate agreements in a timely
manner. As we approach a very difficult round of negotiations, particularly due to the OPEB issue, it is
imperative that we add a Principal Labor Relations Negotiator position. This person will assist .the Chief of
Labor Relations in developing the County's negotiation posiTA
ulating negotiation strategies, and will
act as a spokesperson during bargaining. This positionly critical as w develo our internal
institutional knowledge base rather than continuing to utilizeractors.

CONSEQUENCE OF NEGATIVE ACTION:
Failure to approve this Position Adjustment Resolution will jeopardize the County's ability to resolve
labor disputes and advise departmental staff on Memorandum of Understanding (MOU,) procedures
