RECOMMENDATION:
Adopt Resolution Number 2008/ reallocating the classifications of Weatherization/Home Repair Specialist(9KW7)on the salary
schedule from salary level QS5 1079 ($2,989-$3,295)to QS5 1221 ($3,440-$3,793) and Lead Weatherization/Home Repair Specialist
on the salary schedule from salary level QS5 1126($3,131-$3,806)to QS5 1268($3,604-$4,381), as recommended by the Assistant
County Administrator-Human Resources Director
FISCAL IMPACT:
Upon approval, this action will result in an annual cost of$19,423 and will be completely funded by State Funds.Additionally,this
action will result in a one-time cost of$25,896 due to the retroactivity of this recommendation.This action will result in no net County
cost.
BACKGROUND:
The Human Resources Department, as part of an agreement with Local 1 (Local 1, MOU Section 58.7, Item G.3), had agreed to
independently review the salary of two classifications, Weatherization Home/Repair Specialist and Lead Weatherization Home/Repair
Specialist, within the Building Inspection Department and implement the recommendation of the study/survey.

SUBJECT:. Salary Reallocations for the classifications of Weatherization/Home Repair Specialist
(9KW7) and Lead Weatherization/Home Repair Specialist (9KT4).
THE CONTRA COSTA COUNTY BOARD OF SUPERVISORS, in its capacity as governing Board
of the County of Contra Costa and all districts of which it is &j(-officio governing Board RESOLVES

Effective January 1, 2007, Contra Costa County will implement the following reallocations on the
Salary Schedule:
-Lead Weatherization/Home Repair Specialist (9KT4) from QS5 1126 ($31131-$3,806) to QS5
1268 ($3,604-$4,381)*
-Weatherization/Home Repair Specialist (9KW7) from QS5 1079 ($2,989-$3,295) to QS5 1221
($3,440-$3,793)*
*Please note that these salaries do not include the cost of living increase (COLA) that was given on
July 1, 2007 since this action is effective prior to the implementation of the COLA.
In lieu of a retroactive pay increase, the County will make a "lump sum payment" to each eligible
employee, not including those who have retired or terminated, without back interest, for the period
of January 1, 2007 through and including April 30, 2008, computed as follows:
The employee's regular pay and hourly-based earnings, including overtime pay and other earnings
computed as a percentage of base pay, will.be added together for each applicable pay period to
determine an appropriate pay base. This pay base will be multiplied by 15% (fifteen percent).
The product of that calculation will be added to the employee's June 10, 2008 paycheck where it
will be listed separately as "Lump Sum Pay". The "lump sum pay" amount will then be included in
the calculation of the employee's required deductions such as taxes and retirement.

SUBJ Reallocation for classifications of Weatherization Home/Repair
Specialist and Lead Weatherization Home/Repair Specialist
The Human Resources Department. as part of an agreement with Local 1 (Local 1, MOU Section

As a result of the sal survey findings, Human Resources is recommending a 15% salary
reallocation for both f these classifications.. The fiscal impact associated with this request is a
one time cost of 7 since this action will be effective January 1, 2007 and will result in an
annual cost of$1�,1 : The Department will completely fund this action through State Funding.

Human Resources is requesting a freeze exemption for this action since this was an agreement
between Local 1 and Contra Costa County and denial of this request would result in a violation
of the agreement between the two parties.

The County shall continue to pay twenty-five dollars
($25.00) per month uniform allowance for employees in the
Sheriffs Department who are required to wear a uniform in
ta the performance of their duty in the following

G. Building Inspectors.
1. The Building Inspection Department shall pay
Inspectors a reimbursement up to a maximum
amount of fifty dollars ($50.00) plus sales tax per
calendar year, for the purchase of knee pads and
coveralls, and thirt five dollars $35.00 plus sales
tax per calendar year, for rain boots and rain gear.

2. Building Inspectors are assigned by the Building
Inspection Department to Housing Rehab, Mobile
Home, Commercial inspections Code Enforcement,
Weatherization and Residential inspection

3. The County agrees to perform an independent
classification and compensation study on the
