View Sanitary District was established in 1923 to provide.for the collection, treatment and disposal of wastewater to.the residents in unincorporated areas east of the City of Martinez; and WHEREAS, Mt. View Sanitary District began developing a system of sewers which initially discharged to a community septic tank; and in 1951 the District constructed a primary treatment plant which discharged to Peyton Slough, and in 1968 the plant became one of the first publicly owned treatment works in the bay area to expand to provide full secondary treatment; and WHEREAS, Mt. View Sanitary District was led in 1974 by an independent-minded Board of Directors and a forward-thinking engineer, Warren Nute of.NUTE Engineering-, and became the first District of its type to create the first wetland on the entire West Coast using secondary treated effluent to provide environmental benefits; and WHEREAS, Mt. View Sanitary District has,saved tsgate`payers millionstof.edollars in providing an alternative to the requirement of a deep water outfallline;.arti��=` -��' •� - i• WHEREAS, Mt. View Sanitary.District commissioned,.the first full scale--s`and`fihratign;and ultraviolet (UV) disinfection system in Northern:Callfornia;eliminating the use of.%a- 'h azardous materials such as chlorine and their byproducts; and is e.s. ::. View Sanitary`DistriY,: ct.was the recipient of the Public Education;Awaid presented by the Bay Section of the California W. ter:Environment Association for developing an-Interpretive Cehter.'Pt6gram which has promoted pollution prevention awareness and understanding'6f water­q- y.;and environmental issues;:and i •; WHEREAS, Mt.
