RECOMMENDATIONS
ACCEPT recommendations of the Fish and Wildlife Committee regarding the awarding of grants from the Fish
and Wildlife Propagation Fund;
DIRECT the Auditor/Controller to release a total of$44,080 from the Fish and Wildlife Propagation Fund to the
following organizations to support projects benefiting the fish and wildlife resources of the County: $1,332 to the
Land for Urban Wildlife, Inc./Friends of Pleasant Hill Creeks; $377 to the Native Bird Connections;$15,840 to the
Contra Costa Squad of the California Department of Fish and Game; $2,100 to the East Bay Municipal Utility
District; $3,520 to the Muir Heritage Land Trust; $728 to the Contra Costa Resource Conservation District; $1,725
to the Contra Costa Resource Conservation District; $5,500 to the Urban Creeks Council; $4,650 to the Mount
View Sanitary District; $3,100 to SPAWNERS; and $5,208 to the Lindsay Wildlife Museum.
FINANCIAL IMPACT
No impact to the general fund. A portion of the fines collected from violations of fish and game regulations in the
County is deposited in the Fish and Wildlife Propagation Fund, which has a current balance of approximately
$93,638. State law defines how money in this fund may be spent, but the Board of Supervisors is responsible for
authorizing specific expenditures. The projects recommended to receive funding are consistent with the
expenditure criteria established by State Law.
REASON FOR RECOMMENDATION/BACKGROUND
Since 1996,the Fish and Wildlife Committee(FWC)has implemented a structured process for reviewing funding
requests. The intent of this structured review process was to replace case-by-case decision-making (such as
occurred previously and such as is the norm with most other Fish and Wildlife Committees)with a grant process
that enables comparative and efficient review of applications. Saa o0 9toc-

The FWC developed a grant application packet(attached), which included a cover letter to explain the grant
process and funding priorities, an application to solicit relevant information about the project,and a copy of the
expenditure criteria established by California law for the Fish and Wildlife Propagation Fund. In the fall of
2007, application packets were sent to the Fish and Wildlife Committee mailing list and to anyone who
requested one. A press release was issued on the availability of funding for fish and wildlife projects. A total of
19 funding applications requesting a total of $114,046 were received during the application period, which
ended December 27, 2007. The Fish and Wildlife Committee discussed the funding applications at its
January, February, and March 2008 meetings. Some applicants came to our meetings to talk about their
applications during the public comment section of the agenda. The FWC acknowledged the hard work that
went into all of the applications received and appreciates the commitment to improving the resources of the
County demonstrated by these applications.
The amount of funds currently in the Fish and Wildlife Propagation Fund is larger at present than in years
past. The increase may be partially due to increased awareness among agencies enforcing fish and game
regulations and that the Fish and Wildlife Propagation Fund is an appropriate account to deposit fine monies
resulting from negotiated settlements of regulation violations.
At the March 2008 meeting, the Committee recommended funding eleven (11) proposed projects to the
County Board of Supervisors. The individual FWC recommendations and the vote of the FWC on
recommendation are listed below. All recommendations are for full funding of the project as proposed unless
noted otherwise.
1) As in previous years, recipients of the Fish and Wildlife Propagation Funds will be required to
adhere to three general commitments outlined in their acceptance packets: a)return funds if
the project is not performed; b) provide documentation and/or accounting to show that funds
were spent for the purpose described in applications;and c)provide a brief summary report on
the progress or results of the project by April 15, 2009 [9 ayes/0 noes].
2) Appropriate $1,332 to the Land for Urban Wildlife, Inc./Friends of Pleasant Hill Creeks for
Improvement of Fish and Wildlife Habitat along Ellinwood Creek in Pleasant Hill, CA. All
equipment included in the proposal was considered for funding, but the total amount was
reduced to reflect anticipated cost-savings. [9 ayes/0 noes]
3) Appropriate $377 to the Native Bird Connections for the No Child Left Inside Program. All
equipment included in the proposal was considered for funding, but the total amount was
reduced to reflect anticipated cost-savings. [9 ayes/0 noes]
4) Appropriate $15,840 to the Contra Costa Squad of the California Department of Fish and
Game for a Surveillance Camera. [9 ayes/0 noes]
5) Appropriate$2,100 to the East Bay Municipal Utility District for the construction of a Pallid bat
(Antrozous pallidus) habitat box in Pinole Valley. [9 ayes/0 noes]
6) Appropriate$3,520 to the Muir Heritage Land Trust for Fernandez Ranch Wildlife Monitoring.

7) Appropriate $728 to Contra Costa Resource Conservation District for an Interpretive Art
Book for the Native Plant Garden at John Muir NHS Visitor Center. [9 ayes/0 noes]
8) Appropriate$1,725 to the Contra Costa Resource Conservation District for Strentzel Meadow
Habitat Enhancement. [9 ayes/0 noes]
9) Appropriate $5,500 to the Urban Creeks Council for the Rheem Creek at Contra Costa
College Restoration and Watershed Education Project. [8 ayes/0 noes(1 abstention, Morris)]
10)Appropriate$4,650 to the Mount View Sanitary District(MVSD)for Moorhen Marsh Interpretive
Panels and Self-guided Trail Projects. [9 ayes/0 noes]
11)Appropriate $3,100 to SPAWNERS for the Castro Creek habitat and water quality
improvement program. The funding is to be used exclusively for non-personnel expenses,
including bioassessment and water quality sampling, printing, postage, and travel. [9
ayes/0 noes]
12)Appropriate $5,208 to the Lindsay Wildlife Museum for a Commercial Dishwasher for the
Wildlife Hospital. [8 ayes/0 noes (1 abstention, Heckly)]
The Fish and Wildlife Committee did not recommend funding the following applications (a brief,
partial explanation is provided below):
• Trout in the Classroom project, proposed by the Contra Costa Mosquito&Vector Control
District. The Committee has funded this project in the past when the fish were used to
stock Heather Farms'fish pond, but this year no specific plan was offered for releasing the
trout when they outgrew the tank. The Committee felt other proposals would provide more

benefit to fish and wildlife resources in the County. [0 ayes/9 noes]
• Watershed Action Program, proposed by KIDS for the BAY. The Committee has funded
the same program for a number of years. The Committee felt other proposals would
provide more benefit to fish and wildlife resources in the County. [0 ayes/9 noes]
• Storage Shed proposed by the Contra Costa Squad of the CA Department of Fish and
Game. The Contra Costa Squad submitted this request and the request for the
surveillance camera. With limited resources, both the Squad and the Committee agreed
that the camera was a better allocation of propagation funds. [0 ayes/9 noes]
• Habitat usage of feral pigs (Sus scrofa) on East Bay Municipal Utility District watershed
lands, proposed by the East Bay Municipal Utility District. The Committee felt that much is
known regarding habitat usage of feral pigs and that the proposals chosen for funding
would provide more benefit to fish and wildlife resources in the County. [0 ayes/9 noes]
• Emergency Response Sinking Vessel Recovery, proposed by the Office of the Sheriff
Marine Patrol. The Committee felt that, although removing abandoned and polluting
vessels from the Bay is an excellent program, the cost of the trailers was very high. The
Committee felt other proposals would provide more benefit to fish and wildlife resources in
the County. [0 ayes/9 noes]
• McNabney Marsh Grassland Enhancement Project, proposed by Mount View Sanitary
District(MVSD). The majority of the funds requested were for staff labor. The Committee
has generally been in support of funding educational materials or restoration equipment
and plants, while grant applicants pay for labor cost associated with utilizing the above
materials. The applicant responded that the project had no capacity for matching funds to
cover labor costs. Matching funds are not a requirement by the Section 13101 of the Fish
and Game Code to be considered for the Fish and Wildlife Propagation Fund; however,
the Committee feels it is reasonable that grant-seeking organizations provide the labor to
implement environmental projects, since there are not sufficient funds to support all the
submitted grant applications. [0 ayes/9 noes]
The Fish and Wildlife Committee did not consider the following proposals for the 2007/2008 Fish
and Wildlife Propagation Fund grant program (a brief, partial explanation is provided below):
• Endangered Species: The Fish and Game Warden documentary, proposed by Snow
Goose Productions, LLC. The application did not follow the page limit guidelines.
• Status, distribution,and utilization of the Moorhen Marsh and Peyton Slough wetland areas
by the western pond turtle proposed by Jeff Alvarez of The Wildlife Project. Jeff Alvarez
withdrew his grant application in March 2008 and will reapply for a similar project next
year.

RE: Requests for funding from the Fish and Wildlife Propagation Fund
The Contra Costa County Fish and Wildlife Committee is pleased to announce the availability of funds from the
Contra Costa County Fish and Wildlife Propagation Fund. The Fish and Wildlife Committee requests the
submission of completed Funding Applications(attached). Proposals need to be received by 5:00 p.m.on Thursday,
December 27. 2007 (a postmark of December 27th does NOT satisfy the submission deadline). Any applications
that are received after the due date will be automatically refected. Recommendations of the Fish and Wildlife
Committee will be forwarded to the Contra Costa County Board of Supervisors, which maintains final decision-
making authority for expenditures from the Fund. Successful applicants may anticipate receiving funding awards by
the spring of 2008.
The Contra Costa Countv Fish and Wildlife Propagation Fund is entirely supported by fine revenues which result
from violations of the Fish and.Game Code and Title 14 of the California Code of Regulations in Contra Costa
County. Expenditures made from the Fund must benefit the fish and wildlife resources of the County. Projects
awarded funds from the Fish and Wildlife Propagation Fund must meet the requirements of Section 13103 of the
Fish and Game Code (attached) which describes the types of projects that may be eligible. Though all projects
which meet the requirements of Section 13103 will be considered, the Fish and Wildlife Committee strongly
encourages applications relating to activities to protect and conserve fish and wildlife, including improvement of
fish and wildlife habitat, public education about fish and wildlife conservation, and scientific fish and wildlife
research in Contra Costa County. The Fish and Wildlife Committee generally does not recommend funding for
operating costs and overhead. Examples for these may include benefit such as health insurance,and operation cost
such as electricity to run an office. If an hourly rate is listed, overhead cost needs to be itemized separately (see
more details on the grant writing instruction sheet). The funds also need to be expended within a vear of receivin,
funds from the Committee(i.e. spring of 2009). Grant applicants need to submit their final project report at that
time.
The Committee expects to recommend awards to several applicants. However, it is possible that a particularly
excellent proposal will be recommended to receive a large portion of the total available funds. During the
2006/2007 grant cycle a total of$48.557 was awarded to 12 projects. The awards ranged from S 1200 to 56526. The
Fish and Wildlife Committee appreciates your interest in this opportunity to improve the fish and wildlife resources
