(90%BTA funds, 10% Local Road Funds) (Districts III, and V) Project No.: 0676-6P1026 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: ADOPT Resolution No. 200822Zo APPROVE and AUTHORIZE the Public Works Director, or designee, to submit two 2008/2009 Bicycle ransportation Account(BTA) applications for the Canal Road-Loftus Road Bike Facilities, and the Stone Valley Road Bike Lane Gap Closure Projects, Bay Point and Alamo areas respectively. .(90% BTA funds, 10% Local Road Funds) (Districts III, V) FISCAL IMPACT: No financial impact to the General Fund.These applications for BTA funds require a 10%local match.If the funds are granted, the local match for the Stone Valley Road Bike Lane Gap Closure Project and the Canal Road-Loftus Road Bikeway Project will be funded by the local gas tax fund.The local match will be$66,994 for the Stone Valley Road Bike Lane Gap Closure Project and $77,000 for the Canal Road-Loftus Road Bikeway Project. (90% BTA funds, 10%Local Road Funds) (Districts III and V) Project No.: 0676-6P1026 DATE: April 8, 2008 PAGE: 2 of 2 REASONS FOR RECOMMENDATIONS AND BACKGROUND: Applying for and obtaining grants allows the County to construct more improvements than would be possible without obtaining these grants. The projects listed above were selected from the two bikeway plans that have been adopted by the Contra Costa County Board of Supervisors: Contra Costa Countywide Bicycle and Pedestrian Plan(approved November 2,2005), and East Contra Costa Bikeway Plan 2005 Update (approved October 4, 2005). The projects were then recommended to the Transportation, Water, and Infrastructure Committee on December 4, 2007. The selected projects best fit the funding requirements and constraints of the Bicycle Transportation Account(BTA) program, which provides state funds for city and county projects that improve safety and convenience for bicycle commuters. The following are brief descriptions of each project: Canal Road-Loftus Road Bikeway Project is located in Bay Point along Canal Road from Bailey Road to Loftus Road and then along Loftus Road from Canal Road to Willow Pass Road. The project involves widening the pavement along Canal Road to accommodate clearly delineated 4-to 5-foot wide bicycle travel lanes on both sides of the street. The project also adds standard signage to designate Loftus Road as a bike route that serves as a through-route for cyclists between Willow Pass Road and Canal Road.This project connects a large residential area to existing bike facilities on Bailey Road and Willow Pass Road. The proposed route utilizes streets with less traffic volume and fewer intersection conflicts than Bailey Road and Willow Pass Road,and it provides convenient access for commuters riding to and from Bel Air Elementary School, Willow Cove Elementary School,the Pittsburg-Bay Point BART transit center, and local shopping and job centers. The route also leverages the existing bicycle racks and lockers at the Pittsburg-Bay Point BART station as well as the bike-carrying facility of BART trains and Tri Delta Transit buses to further promote bicycle commuting. Stone Valley Road Bike Lane Gap Closure Project is located in Alamo along Stone Valley Road between High Eagle Road and Winding Glen.This project will close the last remaining gaps in the existing bike lanes along Stone Valley Road in unincorporated Contra Costa County. This will provide cyclists with continuous and clearly delineated 4-to 5-foot wide bicycle travel lanes that provide sufficient room for safer bicycling, and the lanes will also promote more predictable movements by both motorists and cyclists to reduce conflicts. The route sees significant use by students and commuters riding to and from neighborhood schools as well as shopping and business centers along Danville Boulevard. The route also sees significant use by cyclists traveling to and from Mount Diablo State Park. Bike lane improvements will further encourage the use of this alternative transportation mode. OF CONTRA COSTA recognizes the benefits from the implementation of bicycle facility projects; and WHEREAS, the COUNTY OF CONTRA COSTA has identified candidate projects for funding under the Bicycle Transportation Account(BTA)Program in the Fiscal Year 2008/2009;and WHEREAS, the Public Works staff proposes the construction of Class II bicycle lanes on Canal Road and a connecting Class III bicycle route along Loftus Road at a project cost of$770,000, and the construction of Class II bicycle lane segments along Stone Valley Road to remove gaps in the existing bicycle lanes at a project cost of$669,935, for a grand total of$1,439,935; and WHEREAS, the BICYCLE TRANSPORTATION ACCOUNT, as part of the funding application, requires a resolution approving the submission of funding grant applications and committing the necessary local match for the projects of at least 10%,or$143,994; now,therefore, be it RESOLVED, that the Public Works Director, or designee, is authorized to submit the two funding grant applications to the California Department of Transportation for the 2008/2009 BTA Funding Program for the Canal Road-Loftus Road Bike Facilities Project and the Stone Valley Road Bike Lane Gap Closure Project; and furthermore, be it RESOLVED,that the COUNTY OF CONTRA COSTA certifies that funds in the amount of $143,994 are available to satisfy the 10% local match requirement for the two projects.
