SUBJECT: Amend Contract with Maria Mercado, dba California Translation Services,
for Written and Oral Translator Bank Services
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to
execute a contract amendment with Maria Mercado, doing business as California Translation
Services, effective March 31, 2008, to increase the payment limit by$20,000 to a new payment
limit of$120,000 and to extend the term from March 31, 2008 to April 30, 2008 for oral and
written translator bank services.
FISCAL IMPACT:
$120,000: Administrative Overhead 20% County, 40% State; 40% Federal

CHILDREN'S-IMPACT STATEMENT:
This contract supports all of the community outcomes established in the Children's Report Card:
1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and
Preparing for Productive Adulthood"; 3) "Families that are Economically Self Sufficient"; 4)
"Families that are Safe, Stable and Nurturing"; and 5) "Communities that are Safe and Provide a
High Quality of Life for Children and Families," by providing on call written and oral translators
and translations for clients whose language needs cannot be adequately met by staff.
BACKGROUND:
The Employment and Human Services Department (EHSD) provides supportive services to non-
English-speaking clients whose primary languages include, but are limited to Spanish, Korean,
Laotian, Tagalog, Russian, Farsi, Afghani, and Vietnamese. On-call oral and written translation
services provide communication assistance to EHSD clients whose language needs cannot be
met by the EHSD staff.
This contract amendment will provide continuation of contracted services with Maria Mercado,
dba California Translation Services, while EHSD completes the open bid process.
