its incumbent to one(1) Senior Health Education Specialist(VMWE) in the Merit system.

BACKGROUND:
The Health Services Department is requesting the transition of the Senior H Ith Education Specialist-Pr ect position #9461 and it's
incumbent. The Department has secured stable funding for this position a the incumbent meets th ria in accordance
to Personnel Management Regulations, Section 1603:—Transfer of Project .ositi

Section 1603.1 of the Personnel Management Regulations states that when the Board of Supervisors establishes as regular service a
program initially established by the Board for a specific limited period as part of an approved project, employees who have served in
Project positions for at least one (1) year shall be included in the merit system if the Director of Human Resources recommends such
inclusion, the Board of Supervisors approves the classification and its addition to the merit system, and the employee(s)was originally
appointed to the project position(s)from an eligible list on an open competitive basis.
This position is located in the Healthy Neighborhoods Project of the Public Health Division. The incumbent has been in this project
position since May 1, 2003. Candidate was hired off ithe Senior Health Education Specialist-Project list (Certification #180865). This
action, if approved will ensure the stability of the program services offered at the Healthy Neighborhoods Project.

CONSEQUENCE OF NEGATIVE ACTION: '
If this request is not approved, the incumbent in this,position would be improperly classified as a Project Senior Health Education
Specialist when the duties and responsibilities are now permanent.
