(Prop 1B Funds) (District H) [CDD-CP# 07-59] Project No.: 0662-6R4059 DATE: April 8, 2008 PAGE: 2 of 2 RECOMMENDED ACTION (continued): AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to Community Development for processing, and a$50 fee to the County Clerk for filing the Notice of Determination, and DIRECT the Public Works Director to arrange for the $1,876.75 Fish and Game filing fee to be transferred to the County Clerk, and APPROVE the Alhambra Valley Road Pedestrian Bridge project, and AUTHORIZE the Public Works Director to advertise the project. FISCAL IMPACT: The estimated project cost is $191,000 funded by Prop 1 B Funds (100%). REASONS FOR RECOMMENDATIONS AND BACKGROUND: The project is needed in order to provide pedestrian access along this section of Alhambra Valley Road. The project consists of construction of a 5-foot wide asphalt concrete path separated from the road; installation of a 12" corrugated steel pipe culvert 24 feet in length for drainage purposes, reconnection of an existing High Density.Polyethylene (HDP) Pipe and reestablishment of original grade over the pipe, and installation of a prefabricated freespan steel pedestrian bridge across Arroyo Del Hambre Creek. The project length is approximately 300 feet; 80 feet of which is the prefabricated bridge. The poured concrete bridge abutments will be located behind the top of bank so as to minimize disturbance to the creek. Currently, storm water runoff from Alhambra Valley Road is conveyed to Arroyo Del Hambre Creek by a roadside drainage ditch. The existing drainage pattern will be maintained with the roadside drainage ditch separating the road from the proposed pedestrian path. At least one travel lane will remain open at all times for the duration of the construction except during installation of the prefabricated bridge, which will require a brief road closure. Craning the bridge into place will take a maximum of two days. Road closure will only occur between the hours of 7:00 am and 5:00 pm and the road will be reopened each night. The closure is expected to occur in the summer months when school is not in session. Utility relocation, temporary utility shut down, and real property transactions, including temporary construction easements may be necessary in support of this project. The project has been determined to be in compliance with the General Plan. A Mitigated Negative Declaration of environmental significance pertaining to this project was published on February 12,2008. The Board has considered the Mitigated Negative Declaration together with all comments received during the public review period. CONSEQUENCES OF NEGATIVE ACTION: Delay in approving the project will result in a delay of design and construction and may jeopardize funding. Although Arroyo del Hambre Creek has a fairly dense riparian canopy for much of its length, riparian vegetation in the immediate project area is sparse and the majority of the vegetation consists of non-native trees including walnuts and ornamental shrubs. A total of two native, one non-native and one unidentifiable snag tree larger than 4" dbh will be removed from the riparian zone as a result of the project. These riparian trees slated for removal that are larger than 4" dbh include a 4.5" dbh willow (native), a 10" dbh California bay laurel (native), a 5" dbh walnut (non-native) and a 10" dbh unidentifiable ivy-covered snag (likely dead based on the complete coverage by ivy). Mitigation Measure Bio-2: Mitigation for these trees will be accomplished through a payment to a local land trust. The land trust will plant, maintain (for three years) and monitor (for five years) eight native riparian trees (3:1 ratio for the native willow and bay, and 1:1 ratio for the non-native walnut and unidentifiable snag). In addition, a clump of giant reed (Anindo donax), a highly invasive non-native pest plant, will be removed during project construction. The removal will occur by hand to ensure impacts to the creek are avoided. Department staff will be present at the project site during tree removal to ensure the number of trees removed is documented for mitigation purposes. Orange construction fencing will be installed to delineate the limits of construction. The fencing will serve to isolate environmentally.sensitive areas (ESAs) from construction activities. The ESA fencing will be installed at the expected limits of construction impact as delineated on the construction plans. In order to minimize damage to additional trees that may be affected by construction, contract specifications will include protective measures such as clean trimming of roots and limbs. Areas exposed as a result of the grading activities, will be seeded with a mix including native grasses and wildflowers. The contractor will be required to have on-site the appropriate materials to rapidly clean up any spills. Heavy equipment will operate at the top of bank and all service and fueling of vehicles will occur well outside of the stream channel. . The pedestrian bridge will freespan the creek with no footings necessary within the creek itself. In addition, the bridge abutments will be installed beyond the top of bank. Construction of the project will not adversely affect the quantity or quality of surface water, ground water or public water supply. Measures will be undertaken in the design and construction of the project to avoid adverse impacts to water quality. Contract specifications will require the installation of silt fencing or other effective sediment barrier below the excavation limits to prevent soil from entering the creek due to construction activities. Contract specifications will require the storage, servicing and fueling of construction equipment away from the creek. Standard construction safety practices will be incorporated into the project to reduce the possibility of a spill of gasoline, oil, or other pollutant that could have a significant impact on water quality. In addition, stockpiled materials will be located far enough from the banks of the channel to prevent construction materials from entering the creek. The goal of the project is to improve pedestrian access at this location. This goal will be achieved without creating additional infrastructure that could encourage population growth. During construction, residents and emergency service vehicles will be able to access the construction site and all adjacent neighborhoods at all times. The majority of the project will occur in the roadway.shoulder area and therefore traffic disruption for the majority of the construction period will be limited to only minor lane narrowing, with no road closures. However, for a brief period (a maximum of two days), road closure between Milthwait Drive and Wanda Way will be necessary in order to crane in the bridge. Road closure will only be allowed during working hours (7:00 am to 5:00 pm), and the roadway will be reopened after 5:00 pm to minimize traffic disruption in the surrounding neighborhoods. There are multiple routes of entry to the neighborhoods in the vicinity of the project. Given the short duration of the road closure and the ability to access surrounding neighborhoods from multiple locations, the two day road closure.is expected to be a less than significant impact. Road closure is expected to occur in the summer months when school is not in session; therefore impacts to school-aged children and their families are not expected. If bridge installation must occur when school is in session, contract specifications will require that bridge installation occur on a weekend to minimize disruption to school traffic. No interference with an emergency evacuation or response is expected to result from the project. Emergency access will be allowed through the project site at all times. Traffic control measures around the work area will minimize the potential for accidents and standard specifications for the project will require installation of sufficient warning signs regarding the construction and associated work hours. If active nests are identified, work will be delayed until a qualified biologist has confirmed that the young have fledged. Although Arroyo del Hambre Creek has a fairly dense riparian canopy for much of its length,riparian vegetation in the immediate project area is relatively sparse and the majority of the vegetation consists of non-native trees including walnuts and ornamental shrubs. A total of two native, one non-native and one unidentifiable snag tree larger.than 4" dbh will be removed from the riparian zone as a result of the project. These riparian trees slated for removal that are larger than 4" dbh include a 4.5" dbh willow (native), a 5" dbh walnut (non-native), an 8" dbh California bay laurel, and a 10" dbh unidentifiable ivy-covered snag (likely dead based on the complete coverage by ivy). Mitigation for these trees will be accomplished through payment to a local land trust. The land trust will plant, maintain (for three years) and monitor (for five years) eight native riparian trees (3:1 ratio for the native willow and bay, and 1:1 ratio for the non-native walnut and unidentifiable snag). In addition, a clump of giant reed (Arundo donax), a highly invasive non-native pest plant,will be removed during project construction. The removal will occur by hand to ensure impacts to the creek are avoided. To ensure that homeowners don't go without power during bridge installation, the construction contract will require installation of a generator at any home that will be without power as a result of the project. Homeowners who will have their phone service disrupted will also be offered temporary phone service. The project does not have the potential to cause cumulative or indirect impacts.
