LANGO, DIRECTOR OF GENERAL SERVICES COUNTY sra c'uN.ft DATE: APRIL 22, 2008 SUBJECT: APPROVE BID DOCUMENTS AND AUTHORIZE ADVERTISEMENT FOR BIDS FOR THE REMODEL AND ADDITION AT FIRE STATION NO, 83, 2717 GENTRYTOWN DRIVE, ANTIOCH FOR THE CONTRA COSTA COUNTY FIRE PROTECTION DISTRICT (WW0638) CP#07-98 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION 1. APPROVE the bid documents for the Remodel and Addition at Fire Station No. 83, 2717 Gentrytown Drive, Antioch, including the Plans, Specifications, and General Conditions. 2. DETERMINE that the; project is a California Environmental Quality Act (CEQA) Class 3 Categorical Exemption; DIRECT the Community Development Director, or designee, to file a Notice of Exemption with the County Clerk; and DIRECT the General Services Director, or designee, to arrange for payment of the $50 handling fee to the County Clerk for filing the Notice of Exemption and a $25 handling fee to Community Development for processing costs. 3. AUTHORIZE the General Services Director,, or designee, to advertise for bids to be received on May 29, 2008 at 2;00 p.m. and to issue bid. Addenda, as needed for clarification of the bid documents, provided the involved changes do not'significantly increase the cost estimate for the initial construction contract. FINANCIAL IMPACT Funding is provided by Developer/Fire Facilities fees. The estimated construction cost is $1,036,600. BACKGROUND The existing Fire Station was constructed in 1972. Growth in the Antioch area has significantly increased the call volume, apparatus demand, Arid the need for emergency services from this station. Due to the small size of the station quarters (only 1,002 square feet of living area) the station has become functionally obsolete. In order to gain needed living and work area, this station addition will add three bedrooms, two bathrooms, and an exercise room. The remodel will also include ADA upgrades to the existing quarters. In March 2008, the Fire District received $1,202,403 from Antioch Facilities Fees for growth impact mitigation. The general prevailing wage rates have been obtained and these shall be the minimum rates paid on this project. Upon the Board's authorization, the Clerk of the Board will publish a Notice to Contractors in accordance with Public Contract Code Section 22037 inviting bids for the work. The General Services Director, or designee, will mail notices to the construction trade journals specified in Public Contract Code Section 22036 at least 30 days before the bid opening date. Bids submitted for this project may be subject to the County's Project Labor Agreement ("PLA") policy, which applies to all construction projects of $1 million or more awarded by the Board. If the construction contract totals, $1 million or more, as a condition of contract award the successful bidder must sign a PLA with the Contra Costa Building and Construction Trades Council HA2008\305080 1\08B001 003brev.doc Page 2 of 2 M382(10/88)
