SUBJECT: EXPANSION OF FEE FOR SERVICE CHILDCARE PROGRAM
-SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
'APPROVE and AUTHORIZE te,Employment & Human Services Director, or designee,
to amend the."fee for service".pilot program by taking the following actions (100%
Tuition Fees) (All Districts):
1'. Change the name from "fee for service" to "tuition-based program";
2. Change the rate from a daily fee of$35 per child, per day to a monthly flat fee
of$750 per child;
3. Expand thE) prograrTi from Bay Point to,Countywide;
4. Increase total pilot program expenditure authorization by $130,000 from
$50,000 to'a new total of$180,000; and
5. Extend pilot term end date from September 18, 2008 to new end date of
September 18, 2009.

FISCAL IMPACT:
$50,000 will be appropriated in the Department's FY 2007-08 budget as miscellaneous
non-taxable revenue.' No net County costs.
CHILDREN'S IMPACT STATEMENT:
The'continued pilot program will support three of the Contra:Costa County's community
outcomes, 1) Children Ready;for and Succeeding in School," 3) "Families that are
Economically Self=sufficient," 8nd,*4) "Families that are Safe,Stable, and Nurturing.
These outcomes are'achieved by offering comprehensive services, including high
quality early childhood education'; nutrition, and health services to low-income children
throughout Contra Costa County;
BACKGROUND:
On September 18, 2007, the Board of Supervisors approved a pilot project"Fee for
Service Program" wherein the'Department would provide quality childcare for families
whose income exceeds 75 percent of the State Median Income. The pilot project was
approved for one year with the term September 18, 2007 to`September 18,;2008.
This board order seeks approval'to extend the program an additional year, to a new end
date of September 18, 2009, and to expand the initial program offering in Bay Point to
the additional areas of Richmond, San Pablo, Rodeo, Concord, Brentwood and Oakley.
The rate will also change from`$35 per day, per child to a flat fee of$750 per month,
per child. The slot determination will depend on the number of over-income families
demonstrating the need for affordable childcare in each of the aforementioned areas of
the County.
Approval of this program expansion will assist the Department in meeting the numerous
challenges,facing the childcare centers such as increased operating costs. This will
also better position We Department to meet the community's increased demand for
childcare by offering below market rate fees for childcare services to County residents
whose income exceeds the State and Federal income guidelines for subsidized
childcare.
