SUBJECT: PERMIT TO ENTER WITH THE SAN FRANCISCO BAY AREA RAPID TRANSIT
DISTRICT (BART) FOR THE INSTALLATION OF A LIBRARY BOOK DISPENSING
MACHINE AT THE PITTSBURG / BAYPOINT BART STATION, 1700 WEST
LELAND ROAD, PITTSBURG (CP 07- 03) (WLP576)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION
1 . APPROVE a Permit to Enter with the San Francisco Bay Area Rapid Transit District (BART) for
County to deliver, install, and operate a Library Book Dispensing Machine at the Pittsburg / Bay
Point BART station located at 1700 West Leland Road, Pittsburg, under the terms and
conditions more particularly set forth in the Permit to Enter.
2. AUTHORIZE the Director of General Services, or designee, to EXECUTE the Permit on behalf
of the County.
3. DETERMINE that the project is a Class 1(a) Categorical Exemption under the California
Environmental Quality Act (CEQA).
4. DIRECT the Director of Community Development, or designee, to file a Notice of Exemption with
the County Clerk, and DIRECT the Director of General Services, or designee, to arrange for the
payment of the handling fees to the Community Development Department and County Clerk for
filing of the Notice of Exemption.
FINANCIAL IMPACT
The Contra Costa County Library requested and received $287,898 from the California State Library
Services Technology Act's Grant Programs for FY 07-08 to introduce automated book dispensing
machine to the County. The cost of installing and operating the book dispensing machine at the
Pittsburg / Bay Point BART station will be paid for by those funds.
BACKGROUND
A County Regional Needs Assessment for County Libraries previously presented to the Board
reported that inequities in library service delivery exist in Far East County. An additional challenge
facing County Libraries is meeting the needs of county-wide commuters. Through a previous action,

the Board directed the County Librarian to identify options for improving service to county residents.
One option that has been identified is to place book dispensing machines at various BART stations in
the county. A "Bokomaten" book dispensing machine is a free-standing machine that allows
customers to borrow and return library books and media using a library card. This action provides for
the delivery, installation, and operation of such a book dispensing machine at the Pittsburg / Bay
Point BART station.
