(Unincorporated County Stormwater Utility Assessment Funding) (All Districts) SPECIFIC REQUL•ST(S)OR RECOMMENDATION(S)&.BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract with Finger Art & Design effective April 22, 2008 through April 22, 2011, with a payment limit of$165,000, to provide assistance with the development, administration, and implementation of graphic design projects related to meeting the provisions of the County's Municipal Stormwater National Pollutant Discharge Elimination System (NPI)ES) pernlit, Countywide. Contract will be paid for with Storniwater Utility Assessment revenue from the unincorporated areas.(Fund 2517) designated to the County Watershed Program (CWP). REASONS FOR RECOMMENDATIONS AND BACKGROUND: The CWP works to implement the County's state mandated NPDES permit. The penlzit provisions are met through various pollution prevention programs that work to reduce water quality impacts of non-point source pollution fi-om urban and rural stonnwater runoff. One of the mandates of the NPDES permit is to educate our citizens about watershed and pollution prevention issues. In 2004, the annual Watershed Calendar was developed to create one comprehensive program that would meet many of the public outreach requirements in an efficient and cost effective manner. The calendar was well received by the citizens of the unincorporated County, rnet the goals of the program, and was produced under- budget. The County Watershed Program would like to continue using this effective tool in future years. Finger Art & Design worked closely with CWP staff on all aspects of the calendars' production and was in large part responsible for its success and reasonable cost. CWP staff believes that the knowledge and experience this company has wi this project and other public education and outreach materials will preserve the quality and value of our outreach efforts while keeping the cost down during this period of budget reductions. CONSEQUENCES OF NEGATIVE ACTION: The County will miss the opportunity to meet the public outreach educational requirements of the NPDES permit in the most cost-effective way and may be out of compliance with the Provision C.7-Public Education and Industrial Outreach of our NPDES permit.
