SUBJECT: ADOPT Resolution No. 2008/217 proclaiming April 23, 2008, as "Elder
Financial Abuse Awareness'Day" in Contra.Costa County as recommended by the
Employment and Human Services Department, Aging and Adult Services Bureau
BACKGROUND:.
Every year, thousands of older and dependent adults suffer from abuse, neglect, or
exploitation and sadly, most of them suffer in silence. Elder abuse still remains a
largely hidden underreported and growing problem affecting one of the fastest growing
segments of our population.
With the passage of Senate Bill (SB) 1018, employees of financial institutions are now
designated as mandated reports of financial abuse. Contra Costa County is committed
to protecting the elderly population in our community and there are several County
program dedicated to fight elder abuse. The County's 24-',hour Adult Protective
Services (APS) Program is dedicated to investigating allegations of abuse and neglect.
In addition, the County's Office of the District Attorney has a special elder abuse
prosecution unit that brings crimes against elderly victims to justice. The issue of elder
abuse requires continues community education, awareness and vigilance for it to be
brought to the forefront.

IN THE MATTER OF DECLARING APRIL 23,2008
AS ELDER FINANCIAL ABUSE AWARENESS DAY RESOLUTION NO. 2008/21.7
WHEREAS, the issue of elder abuse remains a largely hidden and underreported problem, affecting
one of Contra Costa County's the most vulnerable populations; and
WHEREAS, SB 1018 took effect.Januaty 1, 2007, adding employees of financial institutions as
mandated reporters of elder financial abuse; and
WHEREAS, elder financial abuse is a particularly devastating type of abuse with wide social,
financial, and legal ramifications; and
WHEREAS, Contra Costa County is dedicated to preserving the safety and well-being of all its
residents; and
WHEREAS, Contra Costa County has an elder abuse prosecuting attorneys within the District
Attorney's office dedicated to bringing crimes against elderly victims to justice, as well as an Adult
Protective Services 24-hour reporting hotline designed to respond to elder abuse allegations; and
WHEREAS, numerous governmental, private, and non-profit organizations exist in Contra Costa
County to both individually and collectively combat the growing wave of elder financial abuse; and
WHEREAS, the issue of elder financial abuse requires continual community education and'
awareness,
NOW, therefore be it.RESOLVED that,
The Contra Costa County Board of Supervisors now declares April 23, 2008, to be "Elder Financial
Abuse Awareness Day," a day dedicated to raising community awareness to educate and inform
people about elder financial abuse and the intervention, and prevention measures that can betaken
against elder abuse.
