for County Elected and Appointed Department Heads, Management Employees, Exempt
Employees and Unrepresentid Employees
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Adopt attached Resolution No. 2008/167 amending Resolution No. 2002/615 that provides for a program of
compensation and benefits for County Elected and Appointed Department Heads, Management Employees,
Exempt Employees and Unrepresented Employees.
FINANCIAL IMPACT: I
The estimated cost through the term of the agreement is $354,000. The District's 2007/08 budget is sufficient to
absorb the estimated current year impact of $89,500.
BACKGROUND: I
Effective upon adoption, this Resolution amends Board of Supervisors' Resolution No. 2002/615 only as to
employees in Appendix C. I
Employees in job classifications In Appendix C are designated as safety employees (for retirement plan
purposes), and assigned to the Contra Costa County Fire Protection District, shall receive wage increases as
follows:
April 1, 2006 0.0%
January 1, 2007 Wages: 4.0%
April 1, 2008 Wages: 2.5%
January 1, 2009 Wages: 2.5%
July 1, 2009 Wages: 2.5%
January 1, 2010 Wages: 2.5% I

The Contra Costa County Board of Supe irvisors in its capacity as governing Board of the Contra Costa
County Fire Protection District RESOLVESFHAT:
WHEREAS, the Board adopted Resolution,No. 2002/615 that provides for a program of compensation
and benefits for County Elected and Appointed Department Heads, Management Employees, Exempt
Employees and Unrepresented Employees;)
NOW, THEREFORE, BE IT RESOLVED that Resolution No. 2002/615 is amended only as to
employees in Appendix C as follows:
Employees in job classifications in Appendix C are designated as safety employees (for retirement plan
purposes), and assigned to Contra Costa County Fire Protection District, shall have wage increases as
follows: ;
April 1, 2006 0.0% I
January 1, 2007 Wages: 4.0%
April 1, 2008 Wages: 2.5%
January 1, 2009 Wages: 2.5%
July 1, 2009 Wages: 2.5%
January 1, 2010 Wages: 2.5% I
In lieu of a retroactive pay increase, the County will make a lump sum payment to each eligible
employee not including those who have retired or terminated, without back interest, for the period of
January 1, 2007 through and including March 31, 2008, computed as follows:
The employee's regular pay and hourly-based earnings, including overtime pay and other earnings
computed as a percentage of base pay, will be added together for each applicable pay period to
determine an appropriate pay base. This pay'base then will be multiplied by four percent (4%).
The product of that calculation will be added to the employee's May 10, 2008 paycheck where it will be
listed separately as "Lump Sum Pay." The' "lump sum pay" amount will then be included in the
calculation of the employee's.required deductions such as taxes and retirement.
The provisions of this Resolution shall apply toli Appendix C and may be amended administratively from
time to time as a result of actions such as the addition of new job classes that are subsequently
adopted by the Board, classes that are subsequently abolished or retitled, and other classes that may
have been inadvertently excluded from Appendix C.
