HomeMy WebLinkAboutMINUTES - 04012008 - D.1 0 TO: BOARD OF SUPERVISORS ___ __ CONTRA COSTA a O FROM: John Cullcn, County Administrator COUNTY DATE: April 1, 2008 SUBJECT: INTEGRATED PEST MANAGEMENT (IPM) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION(S): CONSIDER establishing the position of IPM Coordinator, as described in the County's IPM policy, within the Health Services Department, and DIRECT the Health Services Department to work with the Human Resources Department to establish an employee classification for this position, as recommended by the County Administrator. FISCAL IMPACT: The cost of one position in this new classification is estimated to be approximately $130,000 - $150,000, based on the cost of similar positions in Contra Costa'.County and other counties. The cost of this position will be charged to the County's building occupancy budget and to the Public Works Department, in accordance with services provided by the IPM Coordinator assisting County departments with their IPM programs. The portion of these costs charged to Public Works will be outside the General Fund. Building occupancy costs are charged to County departments based on square feet of County facility space occupied. 62% of such costs are charged to departments in the General Fund. BACKGROUND/REASON(S) FOR RECOMMENDATION(S): In March 2007, the Board of Supervisors approved,a contract with Bio-Integral Resource Center (BIRC) to provide an assessment of the County's IPM programs, and recommendations for improving these programs. The County's contract with BIRC and the resulting report are part of the County's effort to reduce its use of pesticides and promote a healthier environment. BIRC worked closely with the County's IPM Taskforce, which includes representatives from the General Services, Public Works and Agriculture Departments. At the January 15 meeting, the Board considered recommendations from the Transportation, Water and Infrastructure Committee (TWIG) to implement two elements of the County's IPM policy, adopted in 2002. These two policy elements are to fill the role of County IPM Coordinator and to establish an IPM Technical Advisory Committee (TAC). `. TWIC recommended to the Board that a vacant Grounds Supervisor position in the General Services Department be tilled and that this position;.,,be assigned the role of IPM Coordinator. After discussion, the Board directed the CAO to return to the Board with a recommendation for placing the IPM Coordinator outside of the General Services Department. It was suggested that perhaps the IPM coordinator should be located in the Health Services Department, as pest management involves the use of potentially hazardous materials and impacts environmental health. After consultation with the Health Services Department, the CAO has determined it would be appropriate to locate.,the IPM Coordinator function within the Health Services Department, either in the Hazardous Materials Division or the Environmental Health Division. The precise location of the position within the Health Sertvices Department will be determined through the development of the job specifications, in coordination with Human Resources. The IPM Coordinator will function as an internal expert on IPM programs within the County and will work cooperatively with County departments to improve their IPM programs. Upon this position being filled, the IPM Coordinator will convene the IPM TAC, which will be comprised of County staff and outside experts who will advise the County on IPM best practices. The TAC will become the main venue for coordination of the County's IPM programs. The IPM Coordinator,,will convene periodic meetings of the TAC and work with the General Services, Agriculture and Public Works,departments to provide ongoing reports to the TWIC and the Board concerning the County's IPM programs. `. -2-`.
