FISCAL IMPACT: The estimated project cost is $1,500/year to maintain and will be funded by County Service Area L-100 (100%). REASONS FOR RECOMMENDATIONS AND BACKGROUND: The project is needed in order to improve safety at night on a section of San Pablo Dam Road.between May Road and D'Avila,Way. The project consists of the installation of up to eight(8)street lights along San Pablo Dam Road on existing utility poles between May Rd and D'Avila Way and the annexation of 83 parcels on San Pablo Dam Rd and adjoining streets into County Service Area(CSA)L-100. These parcels were developed prior to the initial formation of CSA L-100. The majority of the owners of the 83 parcels have voted to annex into CSA L-100 and the Board of Supervisors approved the annexation on June 12, 2007. The project has been determined to be in compliance with the County General Plan and the City of Martinez General Plan. A Negative Declaration of environmental significance pertaining to this project was published on February 12, 2008. The Board has considered the Negative Declaration together with all comments received during the public review period. CONSEQUENCES OF NEGATIVE ACTION: Delay in approving the project will result in a delay of design and construction and may jeopardize funding. These parcels were developed prior to the initial formation of CSA L-100 The majority of the owners of the 83 parcels have voted to annex into CSA L-100 and the Board of Supervisors approved the annexation on June 12, 2007. Comment 4: Noting error in referencing CSA L-100 as "Community Services District", instead of the correct title, "County Service Area." Response: Comment noted. The Department acknowledges these errors. Thank you for including LAFCO and the LAFCO action in the Project Description and for identifying LAFCO as"Other agency whose approval is required." Also, thank you very much for providing additional information in the aesthetics section relating to the specific features of the County streetlights which control/direct light, reduce light pollution/trespass, etc.; and for including additional information in the public services section relating to street lighting costs/charges(per my e-mail request of 2/1/08). All of this information will help facilitate the LAFCO annexation process. The only other minor comment LAFCO staff can offer is that the document makes reference to"Community Services District L-100" in several places, and the District is technically a 'County Service Area." No excavation is anticipated with the installation of the proposed street lights (they will be mounted on existing poles). If any excavation is required Pacific Gas and Electric (PG&E) will be required to-coordinate all right of way issues with the appropriate agency. In addition PG&E will be required to utilize the Underground Service Alert (USA) system prior to any excavation. The Department believes these two procedures will protect EBMUD's water mains within the project area. EBMUD has the following comments. WATER SERVICE EBMUD currently provides water service to the project area. The following pressure zones, and respective service elevations, serve the project area. Pressure Zone Service Elevation (feet) Argyle 200-375 Trilane 200-300 Road 24 100-200 EBMUD owns and operates water mains located in San Pablo Dam Road and EBMUD right-of-ways in the adjoining streets within the project area. These water mains provide continuous service to EBMUD customers in the area and the integrity of these pipelines needs to be maintained at all times.
