DEPUTY April 1, 2008 Board of Supervisors File#MSO4-0008 Page 2 BACKGROUND On March 24, 2004, the owners of a 5.8 acre parcel in the Alamo area, Palmer Madden and Susan Paulus, filed an application for approval of a Vesting Tentative Map to subdivide the site into 5.8 acres. The application was filed concurrently with applications to rezone the property to the Planned Unit District. On May 25, 2005, the application was initially heard and approved by the San Ramon Valley Regional Planning Commission, subject to conditions. The applicant had objected to some of the conditions that the Planning Commission imposed, and appealed the Commission's decision to the Board of Supervisors. On August 9, 2005, the Board of Supervisors conducted a hearing on the appeal, and approved the project. With the approval, by provision of the Subdivision Ordinance, the applicant is allowed three years (until August 9, 2008) to file a parcel map that would complete the subdivision. More recently, the subdividers have indicated that they would like more time to prepare a parcel map for this project, and have requested a five-year extension of the period allowed for filing a parcel map. The Subdivision Map Act and Subdivision Ordinance authorize the Board of Supervisors to grant an extension of up to five years for filing a parcel map (Government Code § 66452.6(e) and CCC Ord.
