RECOMMENDATIONS
1 . APPROVE and AUTHORIZE the Interim Building Official, or his designee, to
execute a contract amendment with William Stewart Heating and Air to extend the
term by six months through October 14, 2008, with no change to the payment limit,
to provide home weatherization services to low-income County residents.
FISCAL IMPACT
None. All.costs will be reimbursed by the State of California Weatherizatio
Program. .

BACKGROUND/REASONS FOR RECOMMENDATIONS
The Department's goal is to utilize all the grant funds that have been made available
to the County. Grant funds are provided by the State's Energy Programs.
Maximizing the utilization of available funds would help improve the quality of
dwellings in Contra Costa County. These funds are targeted to low-income
residents,-in order to help lower their energy expenses. Specifically, the funds are
used to install energy efficient hot water heaters, heaters, refrigerators, microwaves,
florescent light bulbs, weatherstripping, attic insulation, switch and plug gaskets, .
water heater blankets, and perform post weatherization lead testing.
In order-to increase the production level and maximize utilization of these available
funds, the Department decided to increase its use of outside contractors. This
necessitates increased and continued use of the services provided by William
Stewart Heating and Air. William Stewart is both a local and small business entity.
