SUB]ECT: Approval of Contract#74-326 with The Unity Care Group
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION
RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf
of the County, Contract #74-326 with The Unity Care Group, a non-profit corporation, in an amount not to
exceed $67,405, to provide crisis residential treatment services for County-referred Seriously Emotionally
Disturbed (SED) youth, for the period from February 18, 2008 through June 30, 2008. This Contract
includes a six-month automatic extension through December 31, 2008, in an amount not to exceed $83,190.
FISCAL IMPACT:
This Contract is funded 50% by Federal Financial Participation (FFP) Medi-Cal, 45% by State Early and
Periodic Screening, Diagnosis, and Treatment (EPSDT), and 5% by Mental Health Realignment (Required
County Match).
CHILDREN'S IMPACT STATEMENT:
This EPSDT program supports the following Board of Supervisors' community outcomes: "Children Ready For
and Succeeding in School"; "Families that are Safe, Stable, and Nurturing"; and "Communities that are Safe and
Provide a High Quality of Life for Children and Families". Expected program outcomes include an increase in
positive social and emotional development as measured by the Child and Adolescent Functional Assessment
Scale (CAFAS) and placement at discharge to a lower level of care.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
This Contract meets the social needs of County's population in that it provides crisis residential day treatment
services, including intensive day treatment, therapeutic behavioral services, medication support, crisis
intervention, and other mental health services, to Medi-Cal eligible SED youth, and their families, who have
been referred by, in order to keep them out of higher levels of placement.
Under Contract #74-326, The Unity Care Group will provide crisis residential day treatment services through
June 30, 2008.
