SUBJECT: CONTRACT AMENDMENT WITH GUARDIAN SECURITY AGENCY FOR
SECURITY SERVICES AT DEPARTMENT CHILDCARE CENTERS

RECOMMENDATION:
APPROVE and AUTHORIZE the Employment & Human Services Director, or designee,
to execute a contract amendment with Guardian Security Agency, effective March 2,
2008, to increase the payment limit by $196,210 to a new payment limit of$295,210
with no change in the term of July 1, 2007 through June 30, 2008 to provide security
guard services at the Department's Children's Centers (All Districts)

Guardian Security contract amendment(21-037-5) April 1, 2008
CHILDREN'S IMPACT STATEMENT:
The Community Services Bureau of the Employment & Human Services Department's
Head Start program supports three of Contra Costa County's community outcomes -
Outcome 1: "Children Ready for and Succeeding in School," Outcome 3: "Families
that are Economically Self-sufficient," and, Outcome 4: "Families that are Safe, Stable,
and Nurturing." These outcomes are achieved by offering comprehensive services,
including high quality early childhood education, nutrition, and health services to low-
income children throughout Contra Costa County.
BACKGROUND:
The Employment and Human Services Department (EHSD), through a contract with
Guardian Security Agency, provides security services at EHSD locations when regularly
assigned Public Security Officers (PSOs) are on vacation, sick, on alternate work
schedules; Guardian contract services are also utilized for night and weekend work and
special assignments.
The Community Services Bureau (formerly Community Services Department) had a
purchase order for security services provided by Guardian Security Agency which
expired on March 1, 2008. This contract amendment seeks to continue the provision of
security services at the childcare centers, and to bring the services under contract and
the services under a purchase order into one contractual agreement.
Approval of this amendment will allow for continued security services at the
Department's childcare centers and combine the two documents into one contractual
agreement.
