County SUBJECT: Approval of submission of Application #28-314 with the State of California for the Federal Emergency Shelter Grant(FESG)for transitional housing for youth SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION RECOMMENDATION(S):_ ADOPT a resolution to AUTHORIZE the Health Services Director, or his designee (Wendel Brunner, M.D.) to submit and execute funding application #28-314 with the State of California Housing and Community Development Department, in an amount up to $200,000.00 for the Federal Emergency Shelter Grant Program transitional Housing for youth, for fiscal years 2008- 2009 and 2009-2010. I+ISCAL IMPACT: The funds requested of the Federal Emergency Shelter Grant Program (FESG) 2008-2010 are essential to maintaining adequate emergency housing and supportive services to youth year- round. No additional County funds are required. BACKGROUND/REASON(S) FOR.RECOMMENDATION(S): Over the past six years, Appian House Transitional Housing Program. has assisted over 20 homeless youth ages 18-21 to stabilize, gain critical life skills and education, and find permanent housing. Recently, the Homeless Programs added another 8-bed transitional housing program to serve homeless youth who may have exited the foster care system and who may have mental health challenges. Ninety (90%) percent of youth come to our transitional housing programs through Calli House, our youth shelter. Many are in crisis with histories of physical, sexual, and emotional abuse or neglect. The housing and services provided at the Transitional Living Program's (TLP) are critical in stabilizing the youth and assisting them in reunifying with family or finding independently living. Three certified and sealed copies of the Board Order authorizing submission of the application should be returned to the Contracts and Grants Unit.
