RECOMMENDATION:
Adopt Position Adjustment Resolution Number 20546, to add one(1) permanent full-time Deputy Sheriff(6XWA) position at salary level
VHX 1688 ($5,451-6,791)as recommended by the Assistant County Administrator-Director of Human Resources.
FISCAL IMPACT:
Upon approval, this action will result in an annual cost of$183,724 and 100% funded from the North Richmond Waste and Recovery
Mitigation fees.
BACKGROUND:
The Office of the Sheriff is requesting the addition of this position to provide police assistance to the City of Richmond with the illegal
dumping activities occurring at a landfill site in the North Richmond area and any other related police enforcement services.
CONSEQUENCE OF NEGATIVE ACTION:
If this request is not approved, the illegal dumping activities occurring at the la site in-North Richmond will continue to be without
sufficient police enforcement services.

Subject: P-300 to Add One (1) Permanent Full-Time Deputy Sheriff(6XWA) for the
Illegal Dumping Program
The Office of the Sheriff requests the attached P-300 be approved in order to add one
(1) permanent full-time Deputy Sheriff(6XWA) position for the Illegal Dumping Program.
The Illegal Dumping Deputy is responsible for all illegal dumping details occurring in
North Richmond. The Deputy will work closely with a Deputy District Attorney, the Public
Works Department, the Community Development Department, and the Richmond Police
Department, to address the blight related to illegal dumping in the North Richmond area.
The Illegal Dumping Deputy position was requested by Community Development and is
funded by the North Richmond Waste and Recovery Mitigation Fee. The Community
Development Department, org. #1114, will be billed quarterly to cover any associated
costs.
Please sign the attached P-300 and forward to the Human Resources Department for
processing and placement on the Board of Supervisor's agenda, as appropriate. If you

1. Identification. The following natned departments or offices of Contra Costa County inutually agree and
promise as follows:

2. Team. The effective date of this Agreement is January 1, 2008 and it tenninates on December 31, 2009
unless sooner terminated as provided herein.
3. Termination. This Agreement may be terminated by either department, at its sole discretion, upon fifteen-
day advance written notice thereof to die other, or cancelled immediately by written mutual consent.
4. Ob' ons. Tlhe departments shall provide diose services and carry out that work described in die Service
Plan attached hereto and incorporated herein by reference.

maintained on a memo basis only.

I. Purpose. The purpose of this Interdepartmental Agreement is to set forth the roles and responsibilities of
the Office of the Sheriff-Coroner(SO) and the Community Development Department(CD) in the
provision of illegal dumping enforcement services in the North Richmond Waste&Recovery Mitigation
Fee Primary Funding Area for the period of this agreement until terminated as agreed upon herein.
II. SO Obligations. SO agrees to the following:
A- .Provide one (1) deputy to conduct illegal dumping enforcement services in the North Richmond
Waste&Recovery Mitigation Fee Primary Funding Area.
B. Conduct illegal dumping surveillance and investigations.
C. Prepare reports and detail evidence of commercial dumping determined to be suitable for
prosecution.
D. Conduct targeted operations to apprehend illegal dumpers.
E. Provide CD with monthly status reports. Reports shall include,but not be limited to, number of
citation issued, number of crime reports Oiled, surveillance conducted and any other related
accomplishments during that given period.
III. CD Obligations. CD agrees to the following:
A. Reimburse SO for actual salary and benefits.of SO personnel assigned to illegal dumping
enforcement services under this Agreement. Reimbursement shall be paid up to the payment limit
specified herein unless otherwise agreed to in writing by both parties.
B. Reimburse SO for cellular telephone and vehicle purchase to include depreciation, maintenance,
fuel and insurance of assigned SO patrol vehicle associated with providing services under this
Agreement. Reimbursement shall be paid up to the payment limit specified herein unless
otherwise agreed to in writing by both parties.
IV. Termination and Cancellation.
A. Written Notice. This Agreement may be terminated by either party, in its sole discretion,upon one-
hundred eighty (180) day advance written notice thereof to the other, and may be cancelled
immediately by written mutual consent.
V. Payment Provisions.
A. Payment Limit. The Agreement Payment Limit is$440,808.
B. Service Costs. Service costs will be based on actual costs to SO for the services provided under this
Agreement up to the line item cost detailed below.

C. Cost of Living Adjustments and Labor Agreement Adjustments. Actual service costs for personnel
will be affected by cost of living adjustments and negotiated labor rates through the Deputy
Sheriffs Association-County memorandum of understanding process. SO will notify Community
Development Department of changes to labor costs within thirty(30)days of changes to negotiated
labor rates through the Deputy Sheriffs Association-County memorandum of understanding
process. SO reserves the right to request amendment to this Agreement to reflect added
personnel costs. SO recognizes CD will not have authority to amend Agreement to reflect added
personnel costs unless additional funding is allocated by official action of the Contra Costa
County Board of Supervisors and Richmond City Council.
VI. Payment Process. Payment for services will be done through Interdepartmental Transfer TC.62 on a
quarterly basis, a copy of which will be sent from SO to CD.
