FISCAL IMPACT: This action is one of four personnel transactions that make up the reorganization of the Office of the Sheriff's Forensic Services Division which will result in a net County cost savings cis a result of cancellation of existing positions. BACKGROUND: The Office of the Sheriff has been in discussions with Human Resourcesand twr)i:jbor organizations regarding tl:;, restrut-Wring of the Forensics Division. The restructuring in part is based on the Grand Jury's findings and recommendations to lespond to changing ethnology and backlog concerns in the Forensics Division. Based on these discussions and the agreements reached, our Office requests the following P300s be approved. In part based on Grand Jury Report 704, and in order to respond to changing technology and backlog concerns, the Forensic: Division began the process of reorganizing their Division. Because of limited resources and funds, the change has been incremental. In September 2007, we canceled a Deputy Sheriff Supervising Criminalist position and added a Deputy Sheriff Senior Criminalist position at a cost savings of $24,415. This was done to better align the supervisory lines in each of the forensic disciplines. In October 2007, after a year of negotiations, the classifications of civilian Criminalist 1, 11 and III were established allowing us to begin hiring experienced scientists to address specific needs within our (`JNA, firearms and trace evidence units. In November, with funds from various DNA grants, three Criminalist positions and one Sheriff's Aide position were added to the Division. We are now ready for the next stage. 1. P300 to Convert Nine (9) Forensic Toxicologists to Criminalists: The conversion of the nine (9) existing Forensic Toxicologists to civilian Criminalists will give the Division both flexibility of movement between disciplines and a larger pool of scientists capable of responding to and processing crime scenes. This essentially doubles the number of scientists who, once trained, will rotate through crime scene assignments ailowing for better efficiency and productivity. It also gives the Division the .ability to afloc;ate resources more effectiveiy by . cross training and diverting scientists into di .c:piines based on workload. P300 to Retitle Deputy Sheriff Senior_Grignirnalist (6DTC) to Deputy Sheriff Supervising Criminalist (6DTC) and�Retiti_e Deputy Sheriff Supervising Criminalist (6DHA) to Deputy„Sheriff Forensic_Manager (6DHA); These title changes more appropriately address the duties and responsibilities currently performed by these classifications. It also parallels the nomenclature of the civilian Criminalists career ladder. 4. P-300 to CANCEL Three (3) FTE Criminalistics Laboratory Aides and ADD One (1) FTE Sheriff's Aide. Canceling the three Crit-ninalistics Laboratory Aide positions provides the cost savings necessary to make all of the above ocCur. It also provides the cost savings necessary to add a Sheriff's Aide to the Forensic Division. The classification of Crirninalistic:s Laboratory Aide no longer adequately addresses the needs of the Forensic Division. Incumbents use this position as a stepping stone into other scientific positions and there is great difficulty keeping these positions filled. The job responsibilities have also evolved into evidence handling and non-technical duties. The classification of Sheriff's Aide covers the duties performed by the Crim Lah Aides as well as offers a larger pool of current incumbents in the department who can rotate through the position. Additionally, the Forensic: Division just added a Sheriff's Aide at Escobar Lab in November who will be handling similar duties. The Office of the Sheriff believes this restruc;tW'r v.nii better align the Forensic Division and put them in a position to address curre;rrl ra od future workload demands and expanding forensic technology.
