SUBJECT: Appointment of James Stein as the Interim County Surveyor
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPOINT James Stein,an existing county employee,as the Interim County Surveyor with full authority accorded by
law to the County Surveyor in those duties related to land survey,until such time as a permanent County Surveyor is
appointed.
FISCAL IMPACT:
Funding for the requested Interim County Surveyor is budgeted for this fiscal year as well as FY 2008/2009.There is
no increases in funding. Currently budgeted General Funds used for this position are $4,819 for the remainder of
this FY and $19,278 for FY 2008/2009.

BACKGROUND AND REASONS FOR RECOMMENDATIONS:
When a Public Works Director does not have the authority to act as the County Surveyor as described in Section 24-
22.004 of the County Code,the Board of Supervisors must appoint a County Surveyor. Because of the retirement of
the current Public Works Director and the Assistant County Surveyor at the end of March 2008, it is necessary to
appoint an interim County Surveyor by April 1, 2008 to perform the necessary duties until a permanent County
Surveyor is appointed.
This action will minimize the impact on service delivery in processing land survey maps,parcel maps,surveys,and
property descriptions per the requirements of the Subdivision Map Act and the Land Surveyor's Act of the
Government and Business Professional Codes.
CONSEQUENCES OF NEGATIVE ACTION:
Without an appointed County Surveyor, Contra Costa County will not be in compliance with the Subdivision Map
Act and the Land Surveyor's Act of the Government and Business and Professional Codes. All processing of land
survey maps such as subdivisions, parcel maps, surveys and property descriptions will cease. The result will be
delays of services provided to residences, agencies and businesses operating in the county.
